일본의 시니어 리커런트교육 현황에 관한 연구

국문 초록

본 연구에서는 초고령화 사회로 진입한 일본의 생산성 증대와 국민 개개인에 대한 삶의 질 향상이라는 측면에서 중요한 의미를 가지는 일본의 시니어 리커런트교육의 등장 배경과 현황 그리고 방향성에 대하여 고찰하였다. 일본에서 시니어 리커런트교육이 주목받는 이유는 ①초고령화 사회로 인한 라이프 스테이지의 변화 ② 「Society 5.0」의 도래 ③ 급속한 고용환경의 변화를 들 수 있다. 그리고 2022년 현재 일본에서 학위취득형 시니어 리커런트교육과정을 운영하고 있는 대학은 총 14개 대학, 통신제 학위취득형 시니어 리커런트교육을 운영하고 있는 대학은 4곳으로 조사되었다. 비학위형 시니어 리커런트교육은 오픈 칼리지 형태가 주를 이루며 국공립 대학에 비해 사립대학이 리커런트교육 강좌개설에 더욱 적극적인 것으로 나타났다. 시니어 리커런트교육은 취업 상태의 시니어와 비취업 상태의 시니어 모두에게 효과가 비용을 상회하는 성과를 나타내고 있다. 본 연구에서는 바람직한 시니어 리커런트교육을 위해 3가지 방향성을 제시하고자 한다. 첫째 시니어계층의 멀티 스테이지로의 성공적인 이행을 돕는 시니어 마인드셋 교육과정의 개발, 둘째 시니어 시기의 특성에 부합하는 취･창업교육의 시행, 셋째 미래사회에서 시니어계층이 소외받지 않고 행복한 삶을 영위하는데 도움이 되는 활동(일) 중심 리커런트교육의 마련이다. 머지않아 초고령화 사회로 진입할 한국이기에 일본의 사례를 타산지석으로 삼아 하루빨리 체계적이고 전문적인 한국형 시니어 리커런트교육 시스템을 구축하여야 할 것이다.

영문 초록

Senior recurrent education is an important means of increasing productivity in Japan, an ultra-aging society, and improving the quality of life for each citizen. In this study, we examined the reasons why senior recurrent education is gaining attention in Japan, as well as its status and direction. The main reasons are ① the change in life stage due to an increasingly aging population, ② the advent of a Society 5.0 ③ rapid changes in the employment environment. As of 2022, 14 universities operating degree-based senior recurrent courses and four universities operating telecommunications-based degree-type senior recurrent courses were surveyed. Non-degree senior recurrent education is predominantly offered through open colleges and private universities are more active than public universities in opening new curricula. Senior recurrent education has been shown to be more cost-effective than other types of adult education in helping older adults remain employed and productive. In this study, we will suggest three directions for desirable senior recurrent education. First, we will present a ‘senior mindset’ curriculum to help facilitate a smooth transition from the workplace to retirement, second, we will discuss how employment education can be tailored to the needs of seniors, and third, a system of activity-oriented lifelong education needs to be established to prevent senior citizens from being marginalized in the future. As Korea ages and becomes an ultra-aged society, it should use the Japanese model to develop a systematic and stable senior lifelong education program as soon as possible.
