일본 사회교육 성격에 대한 비판적 고찰

국문 초록

일본의 사회교육은 메이지 유신 이후 시작된 근대 교육과 함께 시작되었다. 본 연구는 그로부터 최근까지 일본 사회교육의 전개 과정을 살펴봄으로써, 그 안에 배태된 일본 사회교육의 성격을 발견해 내는 데 그 목적이 있다. 근대 국가를 형성해 가던 메이지 시대 초기에 국가의 요구와 필요에 의해 도입된 사회교육과 그 후 군국주의적 팽창과정, 전후(戰後) 미군정에 의한 민주주의 도입 과정, 그 후 신자유주의적 시장화 과정 등, 각 시대 마다 국가의 요구를 반영하면서 발전해 온 일본의 사회교육을 분석하고자 하였다. 그를 위해 일본 정부의 각종 법령과 제도, 사회교육과 관련된 심의회, 위원회 답신, 정책자료들을 중심으로 분석하였다. 연구를 통해 확인된 사실은 한마디로 전전과 전후의 일본 사회교육이 비록 그 외형은 달리 하더라도 본질적으로는 교화 교육이며 체제 순응 교육의 성격을 갖고 있다는 사실이다. 즉, 국가와 사회를 위해 봉사하는 시민을 양성하는데 초점을 맞추고 있다는 점이다. 그와 함께 최근에는 값싼 비용으로 복지사회를 유지하고, 국가를 위해 봉사하며 기여하는 국민을 만들기 위한 수단으로서의 사회교육의 성격이 강화되고 있다고 할 수 있겠다. 그것은 현대 민주사회에서의 교육의 본질적 기능과는 거리가 멀다는 비판을 피할 수 없다. 우리나라의 사회교육이 함께 유념해야 할 지점이라고 할 수 있을 것이다.

영문 초록

Social education in Japan has begun as modern education that began after the Meiji Restoration. The purpose of this study is to discover characteristics of social education in Japan by analyzing the development process of social education in Japan from then to the latest. This study tried to analyze Japanese social education of the early Meiji era, when the modern state was formed, and that of the militaristic expansion period, followed by the post-war US military government which introduced democracy, and then that of the neo-liberal marketization period. Japanese social education, which has been developed while reflecting the needs of each era, was analyzed through reviewing various documents such as laws and regulations of Japanese government and policy materials of Japanese government committees. In short, the facts confirmed through this research are that Japanese social education before and after the war, although its appearance is different according to each era, is essentially edification education and has features of conformity education. In other words, it focuses on fostering citizens who serve the country and society. In addition, it can be said in recent years, the nature of social education as a means to maintain Japan as a welfare society at a low cost and to make people who serve and contribute to the state has been strengthened. It cannot avoid criticism that it is far from the essential function of education in the modern democratic society. It can be said that social education in Korea should keep that point in mind.
