국문 초록

오늘날 민주주의 국가들은 정치적 위기에 직면해 있으며, 민주주의 운영 방식과 관련하여 시민들로부터 많은 불만이 제기되고 있다. 특히 대다수의 민주 국가들이 채택하고 있는 대의 민주주의는 여러 가지 장점에도 불구하고 시민 참여의 제한, 대표의 실패, 정치적 소외감과 무관심 등으로 위기를 겪고 있으며, 시민 참여의 활성화를 통해 이러한 문제점을 극복하고 정당성을 확보하려는 노력을 하고 있다. 본 논문에서는 대의 민주주의를 중심으로 그 의미와 주요 이론적 특징 그리고 한계 등을 살펴보고, 대의 민주주의의 보완 혹은 대체물로 주장되는 참여 민주주의에 대한 몇 가지 주장들과 한계들을 검토하려 한다. 특히 효율성, 안정성, 일관성, 반응성, 심의성, 포괄성의 6가지 기준으로 대의 및 참여 민주주의를 비교하려 한다. 이러한 작업을 통해 오늘날 우리 사회의 민주주의를 한층 더 성숙시키기 위해 민주주의의 제도적 디자인과 시민 자질 향상이 필요함을 알게 될 것이다.

영문 초록

Democratic countries worldwide are facing political crises, and many complaints are being raised by citizens well-armed with information and communications technology (ICT). Voter turnout rates have seen steady declines around the world, while other forms of political participation of citizens, including popular initiatives and recalls and powerful NGOs, have been increasing. In particular, representative democracy, which has been adopted by the majority of democratic countries, is experiencing a crisis due to restrictions on civic participation, failures of representatives, political alienation, and indifference to politics. In this paper, I will examine the meaning, major theoretical characteristics, and limitations of representative democracy in comparison with those of participatory democracy that have been suggested as supplements or substitutes. In particular, I evaluate representative and participatory democracy on six criteria: effectiveness, stability, consistency, responsiveness, deliberation, and comprehensiveness. The results suggest that representative democracy may be relatively superior to participatory in effectiveness, stability, consistency, and deliberation. Finally, I propose what is necessary for a mature democracy in our society.
