직업계고등학교 학점제 도입에 따른 미래지향적 공동실습소 개편 표준안 개발

국문 초록

이 연구의 목적은 직업계고등학교 학점제 도입에 따른 학습자의 다양한 학습경험 기회 제공과 신산업분야 고졸인재 양성을 위한 공동실습소의 개념, 역할과 기능, 설립 및 조직 등 중심의 개편을 위한 표준안을 개발하는 것이다. 이 연구의 목적을 달성하기 위하여 공동실습소 관련 문헌과 공동실습소 개편사례를 분석하였다. 또한, 공동실습소를 방문하여 현장조사를 실시하였다. 이와 함께 공동실습소 10년 이상의 근무 경험 교원 2명, 직업계고등학교 교장 및 교감, 공동실습소 담당 장학사, 직업교육 분야의 교수, 산업체 전문가 등 공동실습소 전문가 7명을 대상으로 표적집단면접(FGI)을 실시하였다. 공동실습소 개편 관련 문헌과 사례 분석, 현장방문조사, 전문가 FGI 등을 실시한 연구의 결과는 다음과 같다. 공동실습소 개편 표준 방향, 운영 목적, 설치 주체 개선, 역할과 기능의 확대, 전담인력 배치, 운영 조직 개선, 필요 경비와 예산 지원 등으로 도출되었다. 공동실습소 설치 조례 등 법령 정비를 중심으로 도출한 공동실습소 개편 표준안을 다음과 같다. 첫째, 공동실습소의 운영 목적을 학생의 진로 및 직업 능력 개발을 통한 직업 세계의 적응과 필요한 역량 함양을 지원하고, 교원의 전문성 제고로 하였다. 아울러 공동실습센터로 명칭을 변경하면서 교육감이 설치 주체가 되도록 하였다. 둘째, 공동실습소의 역할과 기능은 진로교육 및 신기술분야의 직업 능력 함양을 위한 실습, 학교 교육과정 편성ㆍ운영과 산학협력 지원, 교원의 전문성 제고 연수강화, 학생의 진로 및 직업 능력 함양을 위한 연구개발 등으로 구분되었다. 셋째, 공동실습소의 인력은 교육감이 센터장, 부센터장, 행정실장을 임면하도록 하였다. 또한, 전담 인력은 전문성과 자질 등을 고려한 교원과 행정인력을 배치하도록 하였다. 넷째, 공동실습소의 조직은 직업 능력 함양 및 진로체험 지원, 교원연수, 산학협력 지원, 행정지원 담당 부서를 두도록 하였다. 다섯째, 공동실습소의 예산은 교육청이 운영비, 시설 및 기자재 확충비, 인건비, 학교지원 경비, 연구개발비, 학생실습비, 교원 연수비 등을 중심으로 지원하도록 하였다.

영문 초록

The purpose of this study was to provide various learning experience opportunities for learners following the introduction of the vocational high school credit system and to develop a standard for reorganization centered on the concept, role and function, establishment and organization of a public practice centers for nurturing high school graduates in new industries. In order to achieve the purpose of this study, the literature related to the public practice centers and the case of reorganization of the public practice centers were analyzed. In addition, a field survey was conducted by visiting the public practice centers. In addition, a targeted group interview (FGI) was conducted with 7 experts in the public practice centers, including two teachers with more than 10 years of working experience in the public practice centers, the principal and vice-principal of the vocational high school, the supervisor in charge of the public practice centers, a professor in the field of vocational education, and an industry expert. was carried out. The results of the research conducted on the reorganization of the public practice centers, analysis of the literature and case studies, field visit surveys, and expert FGI were as follows. The direction of the standard for reorganization of the public practice centers was derived from the improvement of the operating purpose and installation subject, the expansion of roles and functions, the allocation of dedicated manpower, the improvement of the operating organization, and the necessary expenses and budget support. The following is the standard draft for reorganization of the public practice centers, which was drawn from the revision of laws such as the ordinance on the establishment of the public practice centers. First, the purpose of the operation of the public practice centers was to support students adaptation to the world of work through development of career paths and vocational skills and to develop necessary competencies, and to enhance the professionalism of teachers. In addition, the name of the public practice center was changed so that the superintendent of education became the main body of the establishment. Second, the roles and functions of the public practice centers were divided into practice to cultivate vocational skills in career education and new technology fields, support school curriculum organization and operation and industry-academic cooperation, strengthen training to enhance teachers expertise, and R&D to cultivate students career and vocational skills. Third, for the manpower of the public practice centers, the superintendent of education appoints and dismisses the head of the center, the head of the deputy center, and the head of the administrative office. In addition, for the dedicated manpower, teachers and administrative manpower were assigned in consideration of their professionalism and qualifications. Fourth, the organization of the public practice centers was to have departments in charge of vocational competency development and career experience support, teacher training, industry-academic cooperation support, and administrative support. Fifth, the budget of the public practice centers was supported by the Office of Education focusing on operating expenses, facility and equipment expansion expenses, labor costs, school support expenses, R&D expenses, student practice expenses, and teacher training expenses.
