국문 초록

본 연구는 평생교육적 관점에서 박정희 정권이 비정규교육 정책을 실시한 배경과 정책실현 과정을 정치경제학적 관점에서 탐색하였다. ``1960년대의 재건학교, 1970년대 새마을청소년학교와 산업체부설학교``를 중심으로 한국 교육시장과 사회의 변화에 미친 영향을 분석하였다. 주요 연구 결과는 다음과 같다. 박정희정권은 정치적으로 정권의 합목적성과 안정적 유지를 위해 지속적으로 비정규교육에 대한 정책을 지속적으로 시행했다. 박정희정권 시기에는 비정규교육을 필요로 하는 수많은 소비자-농어촌과 도시빈민-가 존재했고, 비정규교육 정책은 그들의 교육에 대한 욕구를 해소했으며, 사회계층 이동의 통로가 되었다. 기업도 노동력의 안정적인 수급과 통제를 위해 비정규교육 정책에 적극적으로 참여했다. 국가주도 비정규교육 정책과 기업의 동참, 광범위한 기층민중의 참여는 비정규 교육시장을 확대했고 비정규교육 시장의 확대는 전체 교육시장의 양적 팽창과 사회 변화의 원인이 되었다. 또한 비정규교육에 참가한 이들은 이후 노동운동과 시민운동의 기반 세력이 되기도 했다.

영문 초록

From the view point of political economy, this paper inspects the formation and the realization of the non-formal education policy that the Park Jung Hee government (1963~1979) implemented as lifelong education. The analysis of non-formal education policy for its impact on the society and education market is focused on ``Jaegun (Reconstruction) Schools from 1960`s, Samaeul (New Village) Schools and industry-affiliated schools in the1970`s``. The findings of this study are as follows: Park`s regime pushed forward the non-formal education policy in order to maintain its political stance. During Park`s regime, numerous people in rural areas and city slums desperately needed non-formal education, which, in return, met their needs for education and provided them with a gateway to a higher social class. Businesses actively participated in the non-formal education policy in order to secure and maintain a certain number of employees. The non-formal education policy initiated by the government with the support of industry, and wide participation of the lower class expanded the size of the non-formal education market, and led to change in society as well as quality change in the entire education market. People who participated in non-formal education laid the foundation for labor unions and civil campaigns.
