국문 초록

오늘날은 스포츠가 사생활 부문만이 아닌 공공서비스로 간주되게 됨에 따라 공공서비스의 임무를 사조직에 부여하게 되는 형태를 갖추게 되어 프랑스 스포츠 행정조직은 특권적 기능을 담당하는 국가와 공공서비스 임무를 위임받은 스포츠단체의 협력에 기초하고 있다. 국가는 스포츠 활동의 조정자의 역할을 한다. 여러 다양한 활동에 적용될 법규를 제정하며, 신체활동과 스포츠 활동의 교육과 양성 및 발전을 책임지며, 스포츠 협회들이 공공서비스의 임무를 잘 수행하는지 감시하며, 그들에 대한 재정적 지원을 한다. 다양한 법령들이 이러한 국가의 역할을 뒷받침한다. 국가는 청소년, 스포츠, 단체생활 省(MJSVA)을 통하여 고등스포츠육성, 법제정비와 스포츠 규제, 스포츠 활동과 지방 단체활동의 발전, 스포츠를 하는 사람들에 대한 보호와 일탈 방지 등의 목적을 추구한다. 국가는 스포츠협회와 목표협약(Les conventions d objectifs)을 통해 재정적 파트너관계를 유지한다. 지방자치단체들은 신체활동과 스포츠단체를 조직하는 것이 주 임무이지만 스포츠단체들이 공사혼합회사를 설립하게 됨에 따라 그 역할이 완화되었다. 스포츠 행정을 위한 영조물법인으로 스포츠와 신체활동 국립연구소(INSEP), 청소년과 대중교육 국립연구소(INJEP)가 있으며 국립승마학교(ENE), 국립스키와 등산학교(ENSA) 등의 국립학교와 23개의 대중교육과 스포츠 지역 센타(CREPS)가 운영되고 있다. 1901년 7월 1일 법률 및 1984년 7월 16일 법률에 따라 공인 협회(Les fédérations agrées)와 위임 협회(Les fédérations délégataires) 등 다양한 협회가 있다. 그밖에 프랑스 올림픽 및 스포츠 전국위원회(CNOSF: Comité national olympique et sport français), 스포츠 진흥을 위한 특별기금(FNDS)을 운영하는 스포츠 발전 국가센터(CNDS: Centre national de Développement du Sport) 등이 있다. 프랑스 스포츠 행정의 조직적 특징으로는 방대한 조직과 예산규모가 특징이며 오래 동안 정부가 하여야 할 공공서비스로 간주되지 않았었던 사생활의 부문에 국가가 개입하여야 할 공공서비스로 간주하게 되었기 때문에 국가의 적극적인 정책 수립과 지원 못지않게 스포츠계의 자율성이 요구되는 분야로서 행정의 계약화가 특징이다.

영문 초록

Sports belong not just to the private area any more, but to the public service which is being managed by the country and the commissioned associations cooperating, as is the case in France. The function of the nation is the arbitration in the sports activities, providing various legislations to be applied to various activities, taking responsible for the development, education and nature of them, supervising the associations for the proper performance of the public service and supporting financially. The functions are based on the diverse kinds of legislation. Through the Ministère de la Jeunesse des sports et de la Vie Associative(MJSVA), the government pursue the objects of raising advanced sports, improving the law system and regulations, developing the activities and local associative life, protecting the sporting people and preventing their deviations. Under the Les conventions d objectifs, the state and the sports associations keep the partnership on the financial affairs. The major role of the local governments is to organize the groups for the sports and life activities, which was mitigated the establishment of the private-public cofound corporation by the sports groups. For the sports administration, are there many public establishment such as INSEP, INJEP, ENE, ENSA and CREPS. The federations can be classified into the Les fédérations agrées and Les fédérations délégataires which are based on the 1901.7.1 and 1984.7.16 legislation. Moreover, CNOSF: Comité national olympique et sport français, FNDS, CNDS: Centre national de Développement du Sport are in operation. The characteristics of the French sports administration are the enormous organization and the large scale of the budget. With the consideration the private sportive activities as public service to be taken care of by the government, the increase of the administrative contracts is another feature, still with the necessity of the autonomy from the private sportive sections as well.
