교육청별 코로나19 대응책에 대한 동형화 현상 분석

국문 초록

본 연구는 교육청별 코로나19 대응책이 확산되는 전개 양상을 동형화 관점에서 분석하였다. 이를 위해 서울시 및 6개 광역시 교육청의 보도자료와 브리핑 자료 총 3,150개를 대상으로 5단계의 연구절차에 따라 분석하였으며, 그 결과를 ‘학교방역’, ‘원격교육’, ‘복지’, ‘심리 및 건강’ 측면에서 제시하였다. 분석 결과를 종합하면, 각 교육청은 코로나19 상황에 대응하기 위하여 비교적 초기에 ‘학교방역’, ‘원격교육’ 관련 방안을 도입하였으며, 이후 ‘복지’, ‘심리 및 건강’ 측면에서 다양한 대응책을 제시한 것으로 나타났다. 동형화 현상이 나타난 특징적인 대응책의 예시로는 대전(2020.03.16.)에서 시작하여 4개 지역으로 확산된 ‘개학준비 관련 지원단’, 부산(2020.03.03.)에서 최초 확인된 후 7개 지역으로 확대되어 시행된 ‘꾸러미’를 들 수 있다. 이처럼 한 지역에서 나타난 대응책은 상당한 유사성을 나타내며 타 지역으로 확산되는 양상을 보였다. 위 연구결과를 바탕으로 타 교육청으로 확산되는 양상을 모방적 동형화의 관점에서 논의하였다. 교육청 간 모방적 동형화 현상이 나타난 원인으로, 첫째, 코로나19라는 불확실한 상황이 교육청별 대응책이 유사하게 확산되는 원인으로 작용하였고, 둘째, 코로나19가 신속한 대응이 요구되는 재난 상황이라는 점에서 교육청들이 타 교육청의 대응책을 전략적으로 활용했을 가능성에 대해 논의하였다. 이상의 분석결과 및 논의를 기반으로 교육청의 코로나19 대응과 관련한 다양한 자료원을 확보하여 교육청 간 동형화 현상이 일어나는 내‧외부적 요인 및 메커니즘을 밝히는 후속연구가 필요함을 제언하였다.

영문 초록

This study analyzed the spread of COVID-19 countermeasures by offices of education in terms of isomorphism. To this end, a total of 3,150 press releases and briefing materials from the Seoul and six other metropolitan offices of education were analyzed in five research stages, and the results were presented in four categories. Each office of education introduced measures related to school quarantine and distance education relatively early on to cope with COVID-19, and later presented measures related to welfare and psychology and health. Examples of countermeasures featuring isomorphism were support groups related to school opening that started in Daejeon (March 16, 2020) and packages that first began in Busan (March 3, 2020). As with these examples, countermeasures that were started in one region spread to other regions with considerable similarity. On the basis of the findings, the causes of isomorphism among the education offices are discussed. First, the uncertain situation of COVID-19 contributed to the spread of similar countermeasures. Second, the disaster status of COVID-19 made the offices of education strategically use other offices’ countermeasures in order to respond rapidly. Based on the results, it is suggested that a study to identify factors and mechanisms creating isomorphism among the offices of education that incorporates the various sources related to the response to COVID-19 is needed.
