국립대학의 성과관리 체제에 관한 연구 : 미국의 사례를 중심으로

국문 초록

본 연구는 국내 국립대학들의 성과관리 체제 모형 개발 및 확산을 위한 정책적 시사점을 도출하기 위해 국립대학들의 특성 및 역할을 살피고, 국립대학 성과관리 체제의 개념 및 선행연구들을 분석하였다. 또한 미국의 성과관리 체제 모형인 말콤 볼드리지 모형을 개관하고, 미국 주립대학들의 성과관리 체제 운영 사례를 살펴보았다. 이를 토대로 본 연구는 첫째, 국립대학의 공적 역할과 기능에 부합하는 성과관리 체제 개발, 둘째, 대학의 자율성 강화 및 혁신 역량 제고를 지원하는 성과관리 체제 개발, 셋째, 대학 특성을 고려한 성과관리 체제 개발, 넷째, 중장기 대학 발전에 기여할 수 있는 성과 관리 체제 개발이라는 국립대학 성과관리 체제 모형 개발을 위한 기본 방향을 도출하였다. 그리고 현재 국립대학들을 대상으로 한 다양한 성과평가 제도의 한계를 극복하기 위해 국립대학들이 자체적이면서도 지속적으로 본인들의 성과를 평가하고 환류하는 성과관리 체제를 구축해야 함을 제안하였다. 또한 성과관리 주체인 개별 대학의 관점에서 보편적으로 중요도가 높은 공통지표 이외에 개별 대학의 실정을 고려한 맞춤형 성과 지표를 대학들이 자율적으로 설정할 수 있도록 정책 당국에서는 가이드라인을 마련하고 국내외 사례 공유를 통해 이를 장려할 필요가 있음을 제안하였다. 마지막으로 장기적인 관점에서 학내 구성원 및 이해당자사들의 의견 및 피드백을 적극적으로 수렴하여 성과관리 체제에 반영함으로써 국립대학 성과관리 체제의 안정적인 현장 안착을 위해 노력할 필요가 있음을 제안하였다.

영문 초록

This study reviewed the Malcolm Baldridge model, which is the model of the performance management system, and examined the performance management systems in the state universities in the United States in order to derive implications for establishing and spreading the performance management system of national universities in Korea. For the basic direction for the performance management system of national universities, it is necessary to develop a performance management system model that 1) matches the public role and function of the national university, 2) supports the university s autonomy and innovation capacity, 3) considers the characteristics of the university, and 4) can contribute to the development of mid- to long-term universities. In order to overcome the limitations of the current performance evaluation and management system for national universities, the national university need to build sustainable performance management metrics regardless of the national financial support project. In addition, from the perspective of individual universities, the policy authority need to prepare guidelines so that universities can autonomously set customized indicators that reflect the situation of individual universities along with common indicators, and share best practices. Lastly, from a long-term perspective, it is needed to actively collects the reactions and feedbacks of the university s members and stakeholders, and reflects them in the performance management system to draw the consent and consensus of internal and external members.
