국문 초록

이 연구의 목적은 노동부와 한국산업인력공단이 2002년 이후부터 추진하여 온 직업능력표준 정책사업을 추진 배경, 과정 및 성과를 종합적으로 평가하는데 있었다. 이를 위한 효용성 평가모형 및 지표는 정책평가 및 직업능력표준에 관한 국내외 문헌들의 고찰을 토대로 구안하고 전문가 및 관계자들의 검토를 거쳐 타당성과 신뢰도를 확보하였다. 평가 자료는 직업능력표준 사업에 관한 각종 문헌자료, 관계자 인터뷰자료, 관계자 설문자료, 표준의 시범 적용사업자료 등을 종합적으로 취합하여 평가지표에 따라 평가하였다. 첫째, 직업능력표준 사업은 도입 초기의 정책적 문제들이 여전히 유효하고 직업능력표준이 일-교육훈련-자격제도를 연계하고 현재 직면한 관련 정책적 이슈들을 해결하는데 핵심적인 정책대안이라고 볼 수 있다. 둘째, 지금까지 추진된 직업능력표준 사업은 대체로 부족한 투입 자원에도 불구하고 효율적으로 활용하고 있었으며, 교육훈련 및 자격에서의 표준 활용이 확대되고 있기는 하나 보다 구조화된 운영체계를 정립할 필요가 있다. 셋째, 직업능력표준 사업은 다양한 형성적인 성과들을 이루어 왔는데, 특히 표준의 개발 과정이나 활용 과정에서 참여한 관계자들은 동 사업의 성과에 대해서 긍정적으로 평가하고 있고, 개발된 표준은 부분적이지만 교육훈련과 자격 준비 및 검정에서 유용하게 실제 활용되고 있으나 실제 산업현장에서의 활용은 홍보 부족 및 기술적 지원 부족으로 매우 제한적으로 활용되고 있다.

영문 초록

The purpose of this study was to evaluate the impact of National Occupational Standards(NOS) program implemented by Ministry of Labor and Human Resources Development Service of Korea. To achieve the purpose, the impact evaluation model and indicators were developed through a comprehensive review of literatures related to program evaluation or National Occupational Standards, and were verified by ten panels of expert committee. These evaluation model and indicators were applied actually by synthesizing various data form literatures, interview, survey and pilot project, then impact of NOS program was identified. First, in the background of NOS program, the problems which were raised at the introduction of NOS are still important and valid. And, the NOS is the only visible alternative for connecting among industries, training programs, and qualification systems. Second, in the process of NOS program, the input resources of NOS program have been used effectively even though they have been not sufficient. Meanwhile, according to implementation, NOS has been applied more and more in education and training, and qualification system. However, structured implementation system need to be established. Third, in the product of NOS program, NOS had been proved utility and effectiveness in education and training, and qualification system, except industries. Therefore, the strategies for enhancing the utilization in industries need to be suggested.
