국문 초록

최근 세계 주요 도시들의 고밀집성·초연결성·상징적 영향력으로 인한 위협의 증대는 도시 지역 내 핵심 기능을 수행하는 국가중요시설의 물리적 방호체계 개선에 대한 요구로 귀결되고 있다. 그러나 현재 국내 국가중요시설의 방호체계 수준은 시설의 노후화, 테러·감염병 및 지진·화재 등 사회적·자연재해에 따른 비전통적 안보위협의 증대로 취약한 실정이다. 이에 따라 이 연구의 목적은 국내 국가중요시설의 방호역량 개선을 위한 최신 ICT 기술을 적용을 통한 스마트 물리보안 시스템 구축방안을 제시하고자 한다. 이를 위한 자료수집방법으로 물리보안 이론, 국내외 스마트 안전관리 기술 동향, 국가중요시설 물리보안 통제 기준 등을 중심으로 ‘문헌 조사방법’을 통해 연구를 진행하였다. 연구결과, 첫째 국가중요시설의 계획·설계 단계, 유지관리, 위기대응 단계까지 ICT 기술을 물리보안 요소에 적용할 수 있는 표준 매뉴얼 개발과, 둘째 출입통제·영상감시·침입경보 시스템 등 물리보안 요소별 각종 DB에 대한 빅데이터 축적을 통한 안전관리 이력 정보를 디지털화하는 통합 안전관리 플랫폼 구축, 셋째 위기상황 발생 시 실시간 현장 진행 상황을 가시화할 수 있는 지자체-국가중요시설간 통합관제시스템 연동 체계 구축을 도출하였다.

영문 초록

Recently, the dense, hyper-connected, and symbolic influence of major cities has resulted in calls for improvement of the protection system due to increased threats from national critical facilities located in the core areas of the city. However, the current level of the physical protection system of important national facilities is vulnerable due to the aging of facilities, increased non-traditional security threats caused by social and natural disasters such as terrorism, infectious diseases, and earthquakes and fires. Accordingly, the purpose of this study is to present a plan to establish smart physical security systems through the application of the latest ICT technologies to improve national critical facility protection capabilities to efficiently cope with these threats. Through the research results, the government first proposed developing a standard manual that applied ICT technology to physical security elements from planning, design, maintenance, and crisis response stages of national critical facilities, establishing an integrated safety management platform for smart national critical facilities that can respond in a timely manner to terrorism, crime, and disasters by related agencies, and establishing an integrated control system between local governments and national critical facilities that can visualize real-time progress of national critical facilities in the event of a crisis. To this end, it was derived that the basic direction needed to be set for the establishment of the latest ICT convergence-based physical security system for smart national important facilities by incorporating big data and Internet of Things (IoT) sensors, utilizing drones and robots, and introducing technologies to expand intelligent CCTVs.
