민간표준기관의 비즈니스 모델 연구: 사례분석을 통한 정책시사점의 모색

국문 초록

표준제도에 있어서 표준화기관들의 지속 가능한(sustainable) 경영이 중요한 과제로 대두되고 있다. 이는 표준이 공공재적 성격을 가지기 때문에 이윤극대화를 추구하는 일반기업들과는 달리 민간표준기관들은 대부분 비영리법인이기 때문이다. 본 연구에서는 국내외 주요 민간표준기관들의 비즈니스 모델을 비교․분석하여 우리나라에 대한 시사점을 제시하였다. 민간표준기관의 비즈니스 모델을 표준개발 및 판매모델, 표준외부조달 및 판매모델, 시험인증평가서비스모델, 표준이행지원서비스모델, 회원관리서비스모델, 위키피디아모델, 공공자금의존모델 등 7개 유형으로 구분하고, 각 유형에 대한 국내외의 사례를 찾아서 분석하였다. 주요 정책적 시사점으로는 첫째, 정부는 민간표준기관들이 수익구조를 다양화할 수 있도록 제도적인 기반을 마련해 주어야 하며, 둘째, 민간표준기관들은 기관 고유의 표준화 영역 및 능력을 바탕으로 7가지 비즈니스 모델에 대한 적절한 조합(appropriatemix)을 찾아서 수행해야 하고, 셋째, 민간표준기관들은 수익원천에 대한 정보를 자세하고 투명하게 공개하여 향후 비즈니스 모델 발전의 토대를 마련해야 한다는 것이다.

영문 초록

In the standardization system, the sustainable management of standardization organizations has emerged as an important task. This is because, unlike companies that seek to maximize profits, standards has public good property, and most private standardization organizations are non-profit agencies. This study analyzes and compares the business models of domestic and foreign major private standardization organizations to find the implications for Korea. The business model of private standardization organizations is categorized 7 types, including ⅰ) standards developments & sales model, ⅱ) standards outsourcing & sales model, ⅲ) test & accreditation service model, ⅳ) standards implementation service model, ⅴ) membership management service model, ⅵ) Wikipedia model, and ⅶ) public fund dependent model. We analyze the cases appropriate to each business model. Based on this, major policy implications are as follows. First, the government should provide an institutional basis for private standardization organizations to diversify their profit structure. Second, private standardization organizations must find and carry out an appropriate mix of seven business models based on their own standardization areas and capabilities. Third, the accounting information on the source of revenue should be disclosed in detail and transparently to lay the foundation for business model development.
