국문 초록

본 연구는 정신보건법 제정과 정신장애인의 장애인복지법상 장애범주에의 포함 등과 같은 정신장애인 직업재활의 활성화를 위한 제도적 기반이 형성된 이후에도 정신장애인 직업재활정책이 성과를 거두기보다 오히려 장기수용이 증가하고 있는 상황을 역사적 제도주의 관점에서 규명하고자 하였다. 연구결과 현재의 정신장애인 직업재활정책은 정신장애인을 환자로 보는 보건의료전달체계와 장애인 복지전달체계 사이에서 분절적인 상태로 시행되고 있으며, 자원개발, 지위할당, 권리의 배분과 같은 정책의 결과도 기존의 의료전문가 중심의 권력관계 틀에서 벗어나고 있지 못한 경로의존을 보여주었다. 본 연구는 이와 같은 경로의존에서 벗어나 보다 적극적인 정신장애인 직업재활정책이 실시되기 위해서는 기존의 사회적 관계나 제도를 재편성하는 역사적 전환점에 필요하며, 이를 위해서는 정신보건법에 관한 혁신적인 개정이 필요하다는 것을 제안한다.

영문 초록

The purpose of this study is to explain why the vocational rehabilitation policy for the person with mental disorder resulted in a failure in spite of the development of the mental health program and vocational institution. To do so. this study explore the historical trends and outcome of the vocational rehabilitation policy according with the concept of path dependency in historical institutional perspective. The result of this study shows that the vocational rehabilitation policy for the person with mental disorder is depended upon the mental health policy inclining toward hospitalization and that the outcome of the policy is regressive. From the result. it can be implied that the mental health policy integrate into the vocational rehabilitation policy in the center of the vocational policy for the better outcome.
