장애인직업재활시설의 인증제 도입과 인증기준에 관한 연구

국문 초록

본 연구는 직업재활시설의 유형 재편에 따른 안정적 운영과 책임성을 확보하기 위한 방안의 하나로 인증제 도입과 세부인증 기준을 개발하기 위한 연구로서 연구결과를 통해 나타난 결론과 정책적 방안을 요약하면 다음과 같다. 먼저, 인증제도 도입의 정책기본방향은 시설신고에 따른 요건과 시설 유형에 맞는 적격성 확인을 위하여 전면적으로 실시하며, 둘째, 인증형식은 직업재활시설이라는 특성을 감안 제2자 인증형식을 적용하고, 셋째, 인증과정은 시설신고 및 인증기관 통보 → 요건분석 → 인증대상기관 선정 → 조사팀 선정 → 조사실시 → 인증결정 → 개선계획제출 → 지속적인 follow-up으로 이루어지며, 넷째, 인증결정은 3년인증, 조건부인증, 인증불가이며, 인증시 혜택은 운영비 및 기능보강사업비의 지원 등이다. 다섯째, 인증을 위한 기준은 경영적인 측면과 개별 서비스 계획과 사례관리영역, 서비스영역으로 제안하며, 경영과 개별서비스 계획 및 사례관리 영역은 고용형과 전환기적 시설에 모두 적용하고 서비스 영역은 고용형과 전환기형에 차이를 둔다. 여섯째, 경영영역의 세부인증기준은 경영기반, 경영능력, 접근성, 정보관리와 성과개선, 이용자권리, 재무관리, 안전관리, 인적자원관리로 구성되며, 개별서비스 계획 및 사례관리 영역의 세부인증 기준은 서비스 적격성 기준, 개별서비스 계획 수립, 사례관리로 서비스영역은 서비스 접근성 관리, 생산 및 품질관리, 마케팅 및 수익관리, 근로기준 및 임금관리, 직업적응력향상, 직무기능 향상, 직무개발 및 전이, 서비스만족 및 성과, 자원연계 및 지역사회 참여요인으로 구성된다. 그리고 이 기준에서 직원배치 기준, 서비스 적격성 기준, 임금 적용기준은 시설 인증의 필수 조건이다. 마지막으로 인증제도를 효율적으로 수행하기 위해서는 인증제도의 필요성과 과정, 인증기관, 혜택 등은 장애인복지법 시행령이나 시행규칙에 규정되어야 한다.

영문 초록

The Sheltered Workshop have developed in response a need to provide employment, training, and other rehabilitation services to individual with a significant disabilities. But a Sheltered Workshop operates both as a human services agency and business. Thus, the different types of Sheltered Workshop may be certificated under the regulations governing Sheltered Workshop certification. Thus, the purpose of this study to suggest the policy direction and action plan of introduction and certification standard of Sheltered Workshop for individual with a significant disabilities. For these purpose, this papers analyzed CARF standard manual, ISO quality management and quality assurance criteria and JWOD certification system of America and the national evaluation system of Japan. The result of this study can be summarized as the following: First, in order to enable the results of operates on sheltered workshop to promote the quality, value and optimal outcomes of services a serious accreditation process is required. Second, the accreditation process is compose to submit the intent to certification. qualified analysis, select the target facilities, selects the survey team, the survey team conducts survey, accreditation decision, submit a quality improvement plan and follow-up. Third, the accreditation decisions is three-year accreditation, provisional accreditation and nonaccreditation. Fourth, the criterion of accreditation is compose to business practices, individual-centered service planning and case management, services for employment or training. Finally, to be specified the law encouraging introduction and certification standard and supporting related activities.
