국문 초록

본 연구의 목적은 특수교육 정책 실행 경험과 인식을 바탕으로 특수교육 정책의 실시 현황을 파악하여 특수교육 중장기 발전 방안을 모색하고 그에 대한 정책을 제시하고자 하였다. 연구 참여자는 충청북도에 근무하고 있는 특수학교 교장 2명, 전문가 2명, 유치원 및 초·중등학교 교사 3명, 그리고 학부모 및 관련 단체 2명으로 총 9명이다. 연구 방법은 FGI을 실시하여 자료를 수집하였으며 지속적 비교법으로 분석하였다. 연구 결과는 4개의 대주제에 22개의 소주제가 도출되었다. 연구 참여자는 통합교육 환경 조성을 위해서는 교사 정원이 확보되어야 하며, 통합교육을 위한 장애인식 개선 교육이 실질적으로 이루어져야 한다고 하였다. 또한 통합교육 및 특수교육 질 관리를 위한 역량 강화를 위해서는 관리자 및 일반교사들을 대상으로 특수교육 연수 제공, 통합교육 및 특수교육 담당 전문직 인사 확대 배치, 개별화교육의 질 관리, 행동중재 강화 등이었다. 그리고 평생교육 실행을 위한 여건 조성을 위해서는 유관 기관간의 협력체계 구축, 지자체의 역할 및 기능 활성화가 필요한 것으로 나타났다.

영문 초록

The purpose of this study was to explore the current status of special education and to seek mid-to long-term development policies in Chungcheongbuk-do. The subjects were 9 including kindergarten and elementary and secondary school teachers, four administers of the special edcuation, and parents and teachers negotiation body leaders in Chungcheongbuk-do. The qualitative data were collected by Focus Group Interview (FGI) and analyzed by constant comparative method. The results of the study showed that there were 22 subtopics on 4 major topics. The number of teachers should be secured in order to reform an inclusive education environment, and that understanding disability should be practically implemented for inclusive education. In addition, strengthening capacities for inclusive education and special education quality management provided special education training teachers, expanded placement of school inspector in charge of inclusive education and special education, quality management of individualized education program, and strengthening behavioral intervention. Also, in order to create the conditions for the implementation of lifelong education, it was necessary to establish a cooperative system among relevant institutions and to activate the roles and functions of local governments.
