고등학교 평준화 정책의 효과에 대한 위계적 선형모형 분석

국문 초록

본 연구에서는 고등학교 평준화 정책의 실시로 학생들의 학력이 전반적으로 하향화되었다는 최근 비 판론을 검토함으로써 구체적인 비판의 논지와 증거자료가 어떠한지 확인해 보고, 이어서 고등학교 평준 화 정책의 실시가 학생들의 학력을 떨어뜨렸는가에 대해서 위계적 선형모형을 적용하여 분석하고 있다. 최근 제기된 평준화 비판론들에 대한 분석 결과, 평준화 정책의 실시로 인해 학생들의 학업성취도 수준 이 떨어지고 저소득층 자녀들이 소위 말하는 명문대학교에 진학하는 비율이 떨어지고 있다는 연구내용들 은 연구설계, 자료분석 방법 및 그 결과 해석에 있어서 상당한 문제점을 갖고 있음을 확인하였다. 이러한 검토 결과에 기초해서 본 연구에서는 학생수준과 학교수준으로 분석수준을 구분하는 다수준 분석방법을 적용한 분석을 시도해 보았다. 그 결과 평준화 변인은 학생들의 학업성취도 수준의 변화에 별 다른 영향 력을 행사하지 못하였으며, 또한 고등학교 1학년 성취도와 3학년 성취도와의 관련성을 나타내는 회귀계 수에도 유의미한 상호작용 효과를 보이지 않았다. 따라서 평준화 정책의 실시가 곧바로 학생들의 학력을 하향화시키고 있다는 비판은 다른 요인들, 예컨대 사회의 변화, 학력에 대한 개념 변화, 입시제도의 변화 등과 같은 복합요인들과의 관계 속에서 재검토될 필요가 있으며 좀더 엄격한 의미의 평준화 효과 분석을 위한 연구를 통해서 밝혀져야 할 것이다.

영문 초록

The major concern of this study is finding and explaining the effect of high school equalization policy(HSEP) in Korea. For this purpose, I reviewed two recent papers on the negative effect of this policy, expecially on the area of student achievement level. And I also analyzed new model to find out the effect of HSEP on student achievement level using Hierarchical Linear Model(HLM). According to the two recent critics, the major reason of under-achievement of students is HSEP. But I think there are so many problems to accept this results. First they used incorrect data for analyzing the effect of HSEP. One of the papers focused on the changes of freshmen's background in Seoul National University, especially the college of social science. If the ratio of low class students within all the freshmen group has been declined during last 30 years, the reason of this phenomenon is not because of the HSEP but beacuse of so many another variables. And the other paper used so much biased data to confirm the effect of HSEP on high school students' achievement change during 3 high school years. And this study used the ‘difference-in-difference regression’ method to estimate the effect size of HSEP. But the structure of school is not one-dimension but multilevel. So if we want to know the exact effect size of school or special policy, then we must consider this multilevel structures and construct a model to fit this point. Anyway the recent critical papers on the HSEP have so profound problems to generalize their results. I studied multilevel model to know the effect of HSEP on high school students' achievement growth using HLM. According to this study, the HSEP variable's effect coefficient is not significant. So HSEP is not major reason of the drop of all the high school students' achievement level.
