국문 초록

본 연구는 고준위방사성폐기물(HLW) 관리와 관련해 우리 지역 사회안전망 구축에 관한 지역주민들의 인식에 대해 분석하고자 하였다. 인식분석을 위한 설문은 지자체 고준위방사성폐기물 관리, 안전교육, 관리자의 전문성 3개의 하위 문항으로 구성하여 실시하였다. 정부 정책을 통해 줄일 수 있는 잠재적 위험 요소에 대해 지역주민들은 방사성폐기물에 대하여 위험 정도는 높다고 생각하지만 정부의 노력을 통해 위험요소를 줄일 수 있다고 응답했다. 고준위방사성폐기물 관리와 관련해 사회안전망 구축 현황에 대한 지역주민의 인식을 조사하였다. 그 결과 남성, 방사선비상계획구역(EPZ) 거주민, 학생, 진보 성향의 응답자가 상대적으로 높은 척도를 나타냈으나, 우리 지역의 고준위방사성폐기물 관리과 관련된 사회안전망 구축현황에 대해서는 부정적에 가까운 인식을 갖고 있는 것으로 분석되었다. 전체적으로 지자체 고준위방사성폐기물 관리에 비하여 지자체 고준위방사성폐기물 안전교육, 지자체 고준위방사성폐기물 관리자의 전문성에 대한 척도가 더 낮은 것으로 조사되어, 지자체의 고준위방사성폐기물 관리에 대한 안전교육 확대와 관리자의 전문성 확보가 필요하다. 고준위방사성폐기물 관리와 관련된 사회안전망 구축은 조직 혹은 정부 차원에서 노력이 있어야 가능하다. 이에 본 연구 결과가 고준위방사성폐기물 관리와 관련된 사회안전망 조성에 대한 기초자료로 활용될 수 있을 것으로 사료된다.

영문 초록

This study aims to analyze local residents’ perceptions of the establishment of social safety nets concerning the management of high-level radioactive waste (HLW) in our region. To this end, a survey was conducted to analyze residents’ perceptions, focusing on three sub-items: local governments’ management of HLW, safety education, and the expertise of managers. Regarding potential risk factors that could be reduced through government policies, local residents perceive HLW as highly hazardous, yet they responded that these hazards can be mitigated by government efforts. Residents’ perceptions of the current status of the social safety net related to HLW management were also surveyed. The results revealed that scores were relatively higher among male residents, residents living in the Emergency Planning Zone (EPZ), students, and those with a progressive political inclination. However, in general, the perception of the current status of the social safety net for HLW management in our region tended to be negative. Overall, it was found that the scores for safety education and the expertise of HLW managers at the local government level were lower than those for HLW management, highlighting the need to expand safety education and enhance managerial expertise in HLW management by local governments. Building a social safety net for the management of HLW requires concerted efforts at both organizational and governmental levels. In this context, the findings of this study are expected to serve as foundational data for the creation of a social safety net related to HLW management.
