통일 한국의 문화통합: 통일 독일의 34년 경험을 중심으로

국문 초록

독일 통일은 정치 및 경제통합과정과 더불어 문화통합을 앞두고 있다. 통일 34주년을 맞이하면서, 독일 문화통합은 (1) 분단 이전의 공통 문화, (2) 정치·경제적 통일과정에서 경험하는 문화 충격, (3) 이후 사회·문화 통합과정에서 ‘2등급 시민’ 논쟁 등 심리적 갈등이 뒤섞이는 지난(至難)한 과정을 거치고 있다. 2024년 통일보고서가 이를 ｢33년 후: 독일 통일은 완성했지만, 완벽하지 않았다｣라고 압축적으로 요약한다. 문화 요소는 정치와 경제적 영향을 받지만, 역으로 정치·경제체제의 속성을 확립하는데 중요한 가치로 작용한다. 한반도 통일은 독일 사례와 달리 미완의 프로젝트이다. 향후 독일의 문화통합 사례 역시 한반도 경우에 중요한 함의를 제공한다. ‘상호의존모델’과 ‘지배모델’이 한반도 상황에도 적용될 수 있으며, 향후 전략적 적용에 유념해야 한다. 한반도의 대립적 두 체제는 문화부문에서 분단기간을 거치면서 매우 이질화되었다. 통합을 위하여 이상적 대안은 ‘상호의존모델’이지만, 현실적으로 ‘지배모델’이 적용될 가능성이 크다. 문화통합은 사람의 통합 또는 하나의 가치·이념·세계관으로 수렵하는 작업이다. 한반도 통일사회는 문화통합을 거쳐야만 한다. 초기 단계에서 지배모델이 불가피하지만, 이식(移植)이 아닌 이해(理解)·동반(同伴)의 관념으로 적용되어야 한다. 문화통합과정은 분단기간보다 최소 2배 이상 걸리는 복잡한 경로이다. 문화통합은 ｢보이는 통일｣이 아닌 ‘사람들의 하나됨’을 뜻하는 ｢보이지 않는 통일｣의 영역이다. 지난 34년 동안 독일 사례가 보여준 함의를 도출하면서 슬기로운 한반도 문화통합과 관련하여 다양한 주관기관들이 있지만, 사회적 ‘기관’으로서 교회가 유념해야 할 과제들을 분석한다.

영문 초록

German reunification is approaching cultural integration alongside political and economic unification processes. As it marks the 34th anniversary of reunification, German cultural integration navigates through challenging phases such as (1) common culture before division, (2) cultural shocks during political and economic unification, and (3) psychological conflicts including debates over 'second-class citizens' in subsequent social and cultural integration processes. The 2024 Unification Report succinctly summarizes this as “33 Years Later: German Unification Achieved, Yet Imperfect.” Cultural elements influence and are influenced by political and economic impacts, playing a crucial role in shaping the attributes of political and economic systems in return. Unlike the German case, Korean Peninsula unification remains an unfinished project. Current cultural integration of Germany also holds significant implications for the Korean Peninsula. As models of “mutual dependency” and “dominance” can apply to the future Korean situation, strategic considerations should be kept in mind. The contrasting two systems on the Korean Peninsula have undergone significant divergence in the cultural sphere during the period of division. For integration, the ideal alternative is the “mutual dependency model,” yet realistically, the “dominance model” is likely to prevail. Cultural integration is the process of bringing people together under common values, beliefs, and worldviews. The Korean society after its reunification have to undergo cultural integration. Initially, a dominance model may be inevitable, but it should be applied with the conceptual framework of mutual understanding and companionship rather than mere transplantation. The process of cultural integration is a complex path taking at least twice as long as the period of division. It represents the realm of “invisible unity” signifying the unity of people, not just “visible unification.” While various subjective agencies analyze the implications revealed by Germany's experience over the past 34 years, the church should consider its tasks as a societal ‘institution’ regarding the wise cultural integration of the Korean Peninsula.
