《廉吏傳》의 成書와 淸官 관념의 추이

국문 초록

본고는 宋에 이르러 費樞에 의해 집록된 《廉吏傳》과 明의 黃汝亨이 이를 바탕으로 재집록한 《염리전》, 그리고 현대에 이르러 출간된 여러 ‘廉吏傳類’의 문헌을 텍스트로 삼아 이러한 부류의 서적이 편찬된 배경과 집록 과정 및 청관의 선정기준을 살펴보고자 하였다. 특히 비추와 황여형의 두 《염리전》의 비교를 통해 두 문헌이 가지고 있는 유사점과 차이점을 유가적 가치관, 評語의 차이, 上·中·下 품계의 사용 여부를 통해 살펴보았고, 청관에 대한 평자들의 부분적 혹은 극명한 견해차를 고찰하였다. 또한 과거와 현대에 편찬된 염리전류를 종합적으로 검토한 결과, 청관의 관념은 오랜 동아시아 역사와 함께 해온 개념이지만, 시대별·논자별로 염리 혹은 청관을 바라보는 관점은 다소간의 차이가 있었다. 청관의 개념과 속성에 대해서는 대체적인 시각과 논지가 일치하나, 어떤 인물을 청관으로 봐야 할지에 대한 일관된 선정기준을 도출하기는 어려운 점이 바로 그것이다. 저자가 언급하고자 하는 청관의 시대와 지역 범위를 어떻게 설정하느냐에 따라 다르고, 청관의 수치를 어느 정도로 도출해 내고자 하느냐에 따라 그 범위는 좁아질 수도 있고 넓어질 수도 있었다. 따라서 시대와 지역을 불문한 청관의 전형성을 도출해내기 위해서는 보다 많은 논의와 보완을 통한 담론이 이어질 필요가 있다.

영문 초록

This study took as its text the Lian-Li-Zhuan compiled by Fei-Shu in Song Dynasty, Lian-Li-Zhuan compiled by Hwang-Ru-Heng in Ming Dynasty, and various ‘廉吏傳類’ literature published in modern times. The purpose of this study was to examine the background of compilation of these types of books, the compilation process, and the selection criteria of incorrupted officials. In particular, through a comparison of the two Lian-Li-Zhuan by Fei-Shu and Hwang-Ru-Heng, the similarities and differences between the two texts were examined through confucian values, differences in criticism, and grades of upper, middle, and lower, and partial or stark differences reviews on incorrupted officials. In addition, as a result of a comprehensive review of Lian-Li-Zhuan compiled in the past and modern times, the concept of incorrupted officials is a concept that has been with the long history of East Asia, but there were some differences in the perspectives on Lian-Li or incorrupted officials by eras and writers. Although the general perspectives and arguments regarding the concept and attributes of incorrupted officials are consistent, it is difficult to derive consistent selection criteria for which person should be considered a incorrupted officials. It varies depending on how the author sets the era and regional scope of incorrupted officials he wants to refer to, and depending on how many incorrupted officials he wants to derive, the scope could be narrowed or widened. Therefore, in order to derive the typicality of incorrupted officials regardless of era and region, there is a need to continue the discourse through more dissutions and supplements.
