국문 초록

한국의 민주화운동인 4·19혁명, 5·18광주민주화운동 등은 법률에 따라 정신 계승과 선양이 이루어지고 있다. 1987년의 6월항쟁은 한국 민주화운동의 대단원임에도 이에 대한 정신 계승과 선양을 위한 법·제도적인 근거가 없다. 본 연구는 6월항쟁에 대한 정신 계승과 선양에 사례를 검토하여 그 한계를 극복하고자 한다. 6월항쟁에 대한 정신 계승과 선양은 교육과정, 민주화단체 등을 통해 이루어지고 있다. 첫째, 교육과정에서 6월항쟁의 정신 계승은 6월항쟁 30주년 계기수업의 방식으로 도입되었다. 초등교육과정은 5학년의 도덕 과목과 6학년의 사회 과목에서 이루어졌고, 중등교육과정은 역사 과목에서 읽기수업과 이야기수업으로 이루어졌으며, 고등교육과정에서는 한국사 과목에서 강의방식과 토론방식으로 이루어졌다. 둘째, 민주화운동단체들의 6월항쟁에 대한 정신 계승은 2020년부터 6월항쟁 기념일을 포함해 1주일을 기념행사 기간으로 설정하여 전국적으로 기념식, 학술토론회, 음악회, 사진전 등 다양한 행사를 진행하고 있다. 셋째, 6월항쟁의 선양은 관련 법률의 미제정으로 한계가 있음에도 활용할 수 있는 선양 시설을 통해 부분적으로 이루어지고 있다. 결국 6월항쟁의 정신 계승과 선양을 위해서는 다른 민주화운동과의 형평성에 근거하여 6월항쟁을 위한 법률 제정이 시급하다고 본다.

영문 초록

The spiritual succession and promotion of the Korean democratization movements is being carried out and promoted in accordance with the law. Although the June Uprising in 1987 was a major part of the Korean democratization movement, there is no legal basis for spiritual succession and promotion. The succession and promotion of the spirit of the June Uprising is being inherited and promoted through educational courses and democratization groups. First, in the curriculum, the spiritual succession of the June Uprising was introduced as an opportunity class for the 30th anniversary of the June Uprising. The elementary school curriculum consisted of the 5th grade moral subjects the 6th grade social subjects, the middle school curriculum consisted of reading classes and storytelling classes in Korean history subjects, and the high school curriculum consisted of lecture and discussion methods in Korean history subjects. Second, the democratization groups have set a week as a period of commemorative events, including the anniversary of the June Uprising, starting in 2020, and are holding various commemorative events such as ceremonies, academic discussions, concerts, and photo exhibitions nationwide. Third, the promotion of the June Uprising is being partially carried out through available facilities, although there are limitations due to the non-enactment of related laws. I think it is urgent to enact legislation for the June Uprising based on equity with other democratization movements.
