국문 초록

본 논문은 2010년대 중반 이후 중국과 러시아 간의 농업협력이 본격적으로 강화된 배경과 원인을 분석하는 데 목적이 있다. 미중 무역전쟁, 러-우 전쟁 등으로 심화되는 국가 및 진영 간 갈등 속에서 중국과 러시아의 협력은 나날이 증대되고 있으며, 특히 양국의 식량안보를 둘러싼 농산물 무역 및 농업 투자는 괄목할 만한 수준으로 확대되고 있다. 본 논문은 중러 협력 강화의 중심에 농업과 식량이 자리하게 된 근본적인 이유가 양국의 상호보완적 농업구조에 있으며, 이러한 구조의 형성은 지난 20년 간 양국이 추진해온 식량안보 전략에 기인한다고 주장한다. 냉전 종식 후, 중국과 러시아는 자국의 실정에 맞는 식량안보 전략을 수립 및 추진해왔다. 러시아는 풍부한 토지자원을 활용하여 자국의 농업 생산력을 증대시켜 세계 최대의 식량 생산국이자 수출국 중 하나로 등극한 반면, 중국은 국유기업을 필두로 한 농업기업들의 해외투자를 적극 지원하며 글로벌 가치사슬에서의 영향력을 확대하고 식량 수입의 안정화를 꾀했다. 이와 같은 식량안보 전략의 차이로 인해 중러 양국은 상이하면서도 상호보완적인 농업구조를 형성했고, 파편화되는 국제무역구조 속에서 효과적인 협력체계를 구축할 수 있었다.

영문 초록

This paper aims to analyse the background and causes of the intensification of agricultural cooperation between China and Russia since the mid-2010s. Amidst the intensifying national and factional conflicts such as the US-China trade war and the Russo-Ukrainian war, China-Russia cooperation has been increasing day by day, especially in agricultural trade and agricultural investment, with a strong focus on food security. This paper argues that the fundamental reason agriculture and food are at the centre of China-Russia cooperation lies in the two countries’ complementary agricultural structures. These structures have been shaped by the food security strategies they have pursued over the past two decades. Since the end of the Cold War, China and Russia have developed and implemented food security strategies tailored to their respective circumstances. Russia, leveraging its abundant land resources, has increased its agricultural production capacity, positioning itself as one of the world’s largest food producers and exporters. In contrast, China has actively supported its agricultural enterprises, including state-owned ones, in foreign investments to expand its influence in global value chains and stabilise its food imports. These differences in food security strategies have resulted in distinct yet complementary agricultural structures in China and Russia, facilitating effective cooperation within a complex and fragmented international trade environment.
