가치갈등의 구조와 갈등의 강도

국문 초록

본 연구는 경기도에서 발생한 가치 갈등의 특성과 구조를 분석하여 실효성 있는 갈등관리 방안을 마련하는 데 목적을 두고 있다. 가치 갈등은 앞으로도 지속적으로 증가할 것으로 조사되었으며, 월별로는 5월 치중하여 발생하는 것으로 나타났다. 가치 갈등유형에는 지역과 환경 갈등의 발생빈도가 높았으며, 대부분 정부와 주민 간의 갈등으로 나타났다. 가치 갈등이 발생하는 주요시설은 군사시설, 장묘시설, 교육시설로 조사되었으며 대부분 시설이 입지 하는 과정에서 갈등이 발생하였다. 지역으로는 경기도 남부가 가장 많았으며, 중부, 북부의 순으로 발생하였다. 중부는 서울과 연계되어 있으며 남부는 충청, 인천, 강원과 연계되어 있다는 지리적 환경조건도 고려해야 할 특성으로 볼 수 있다. 갈등의 강도는 이익갈등에 비해 평균적으로 지속일 수가 약 290일 높았으며, 참여자 수는 약 783명이 높았다. 경기도의 가치 갈등을 종합해보면 이익갈등과 동반하는 경우가 많아 실질적인 쟁점을 파악하기 어려우며, 많은 인구 유입과 개발로 인해 복잡한 쟁점의 갈등이 증가할 것으로 판단된다. 이에 갈등을 진단할 수 있는 갈등영향분석 시스템이 더 현실적으로 적용되어야 하며, 가치 부분을 세밀하게 다루어질 수 있도록 갈등조정협의회 방식을 통한 갈등관리 방식이 필요하다. 더불어 갈등조정협의회의 경우 소위원회를 활용하여 쟁점별로 구분한 모듈화된 방식을 통한 접근이 요구되며 이를 위해서는 경기도 갈등관리 조례의 개정도 검토할 필요가 있다.

영문 초록

The purpose of this study is to prepare effective conflict management measures by analyzing the characteristics and structure of value conflicts that occurred in Gyeonggi-do. Value conflicts are expected to continue to increase in the future, and it was found that May was concentrated monthly. In the type of value conflict, the frequency of regional and environmental conflicts was high, and most of them were found to be conflicts between the government and residents. The main facilities where value conflicts occur were investigated as military facilities, burial facilities, and educational facilities, and conflicts occurred in the process of the facility's location. As a region, southern Gyeonggi-do was the most common, followed by the central and northern regions. The geographical environmental conditions that the central part is connected to Seoul and the southern part is connected to Chungcheong, Incheon, and Gangwon can also be seen as characteristics to consider. The intensity of the conflict was about 290 days higher on average than the interest conflict, and the number of participants was about 783. Taken together, Gyeonggi Province's value conflicts are often accompanied by interest conflicts, making it difficult to grasp the actual issues, and it is expected that conflicts in complex issues will increase due to the influx and development of large populations. Accordingly, a conflict impact analysis system that can diagnose conflicts should be applied more realistically, and a conflict management method through a conflict mediation council method is needed to deal with the value part in detail. In addition, in the case of the Conflict Mediation Council, an approach is required through a modular method classified by issue using subcommittees, and for this, it is necessary to review the revision of the Gyeonggi-do Conflict Management Ordinance.
