국문 초록

국내 지진 발생빈도의 뚜렷한 증가추세와 함께 지진의 규모 또한 강해지는 경향을 보인다. 그 근거로 최근 3년간 한반도에서 발생한 지진으로 인한 재산피해는 이전의 규모와는 비교가 되지 않을 정도로 커지고 있음을 수치로 확인할 수 있다. 이러한 배경으로부터 본 연구는 일본의 해안지역 지진사례를 참고하여 제작된 우리나라의 지진 발생시 피난활용 관련 규정이 실제 재난상황에서 얼마나 잘 작동하고 있는지를 검토하고, 우리 실정에 걸맞는 과학적이고 현실적인 대안을 제시하는데 그 목적으로 두었다. 해상지역 주민과 관광객 대피 계획 문제점 분석을 바탕으로 다음과 같은 개선 방향을 제시하였다. 첫째, 민간사업장을 긴급대피소로 활용함으로써 신속한 대피 계획에 있어 효율적임을 입증하였으며, 도로마킹을 통한 관심 증가와 상황 발생 시 빠른 대피를 가능토록 한다. 둘째, 유사시 대피소 기능운영에 문제가 없도록 평상시 부처 간 협의와 업무 숙지하도록 한다. 셋째, 신속한 예보, 경보 발령이 이어질 경우 충분한 대피 시간을 확보하여 인명 피해를 최소화 할 수 있으므로 관련 정보전달체계를 구축하고 숙지시킨다. 넷째, 지진 해일 같은 자연재해로부터 피해를 막기 위해 기본적 관심이 필요하며 국민이 자연재해에 대한 방재 의식 향상을 위해 자발적 참여와 정부와의 협력적 노력이 필요하다.

영문 초록

Along with a clear increase in the frequency of earthquakes in Korea, the magnitude of earthquakes also tends to increase. Based on that, it can be confirmed by figures that property damage caused by earthquakes on the Korean Peninsula over the past three years has grown incomparably from the previous scale. Against this background, this study aims to examine how well Korea's regulations on evacuation use in the event of an earthquake in Japan are working in actual disaster situations and to suggest scientific and realistic alternatives suitable for our situation. Based on the analysis of the problems of the evacuation plan for residents and tourists in the maritime area, the following improvement directions were suggested. First, it proved efficient in rapid evacuation plans by using private workplaces as emergency shelters, and increased interest through road marking and rapid evacuation in the event of a situation. Second, in case of an emergency, consultations between ministries and be familiar with their work should be made so that there is no problem in operating the evacuation center function. Third, if rapid forecasts and warnings are issued, sufficient evacuation time can be secured to minimize human casualties, so a related information delivery system is established and familiarized. Fourth, basic attention is needed to prevent damage from natural disasters such as earthquakes and tsunamis, and voluntary participation and cooperative efforts with the government are needed to improve people's awareness of natural disasters.
