국문 초록

문화분야, 특히 민족유산(문화재)은 남북관계 속에서 중요한 의의를 갖고 있다. 민족유산은 분단 이후 남북 주민들간 확대되어온 사회적, 문화적 이질성을 극복하고 민족동질성을 회복할 수 있는 민족적 자산이라는 상징성이 있다. 또한 민족유산에서의 협력이 문화 전반이나 경제 부문에서의 협력으로 확대되는 파급효과를 갖고 있다는 점에서 실용성도 갖고 있다. 김정은 시대 북한은 주민들로부터의 체제 정당성을 확보하기 위해 비물질유산의 발굴 및 보호에 나서고 있으며, 민족유산을 활용해 문화 분야에서의 정상국가를 추진하고 있다. 북한은 그 과정에서 글로벌 스탠다드를 적극 수용하고 있다. 이러한 변화들에 주목해 북한의 역량강화 프로그램 지원, 북한의 민족유산 발굴 및 복원사업참여, 북한의 유네스코 등재 지원 등 남북 문화교류를 추진할 수 있을 것이다.

영문 초록

The culture, especially cultural heritage(cultural assets), has an important significance in inter-Korean relations. Cultural heritage has a symbolic meaning as a national asset that can overcome the social and cultural heterogeneity that has expanded between North and South Koreans since the division and restore ethnic homogeneity. It also has practicality in that cooperation in national heritage has a ripple effect that extends to cooperation in the overall cultural and economic sectors. In the Kim Jong-un era, North Korea is seeking to excavate and protect intangible heritage in order to secure legitimacy from its citizens, and is also promoting a normal state in the field of culture by utilizing national heritage, actively accepting global standards in the process. Taking note of these changes, inter-Korean cultural exchanges can begin with support for capacity-building programs in North Korea, participation in North Korea's national heritage excavation and restoration projects, and supports for North Korea's UNESCO listing.
