북한의 핵 개발 실태 및 기회비용에 대한 소고(小考)

국문 초록

북한은 1959년 소련과 원자력 개발을 위한 협정을 맺은 이후 원자력을 개발해왔다. 북한은 2005년 최초로 핵실험을 했으며 2017년까지 총 6차례 핵실험을 실행했다. 북한이 핵실험을 할 때마다 유엔안전보장이사회에서는 대북제재를 결의하였고, 특별히 유엔 안보리 대북제재는 2016년과 2017년에 강력하게 결의됐으며, 이로 인해 북한 경제는 크게 타격을 받았다. 본 연구는 북한의 핵 개발 과정을 설명하고 있다. 북한의 6번의 핵실험에 대한 유엔 안전보장이사회 대북제재결의안을 요약정리하였다. 북한의 국방비와 핵·미사일 개발 비용을 조사하였으며, 핵 개발에 따른 기회비용으로는 1. 무역에 있어서의 수출 감소, 2. 북한 해외노동자를 통한 외화벌이 감소, 3. 만성적인 식량 부족 속에서 기아 및 아사 사태 발생, 4. 북한 주민들의 민심 이반에 대하여 연구하였다. 북한의 핵 개발 목적에 대하여 설명하고, 북핵 저지를 위한 한국과 미국 그리고 국제사회의 대응이 실패로 끝났다는 것을 언급하였다. 끝으로 북한의 무모한 핵 개발로 인한 기회비용을 연구함으로써 북핵 관련 국가들이 연대하여 합당한 대응을 할 것을 제안하였다.

영문 초록

North Korea has developed nuclear power since it signed an agreement with the Soviet Union for nuclear power development in 1959. North Korea conducted its first nuclear test in 2005 and carried out a total of six nuclear tests by 2017. Whenever North Korea conducted a nuclear test, the UN Security Council resolved sanctions against North Korea, and in particular, the UN Security Council sanctions against North Korea were strongly resolved in 2016 and 2017, which severely damaged the North Korean economy. This study explains the process of North Korea's nuclear development and summarizes the UN Security Council resolutions against North Korea for North Korea's six nuclear tests. North Korea's defense budget and nuclear missile development costs were investigated. Opportunity costs of nuclear development include: 1. Decreased exports in trade, 2. Decreased foreign currency earning through North Korean workers overseas, 3. Starvation and hunger amid chronic food shortages. The occurrence of starvation, 4. Research on North Korean residents' dissatisfaction with the North Korean regime. The purpose of North Korea's nuclear development was explained, and it was mentioned that the response of South Korea, the United States, and the international community to deter North Korea's nuclear program ended in failure. Lastly, by studying the opportunity cost of North Korea's reckless nuclear development, it was suggested that the countries related to the North Korean nuclear issue make a reasonable response in solidarity.
