스마트그린 산업단지를 활용한 남북 산업협력 방안

국문 초록

남북관계는 경색국면이 장기화되고, 미국과 중국의 패권경쟁 심화 등의 국제정세가 악화되면서 남북교류협력의 재개가 쉽지 않은 상황이 이어지고 있다. 또한 코로나19 이후 세계 경제 환경은 급격한 변화를 겪고 있다. 이 중에서도 가장 큰 변화는 기후변화 대응과 글로벌 공급망 재편이라는 패러다임의 변화이다. 이러한 글로벌 트렌드에 부합하는 남북경제협력 모델을 구상하여 변화된 환경에 대비하여야 하겠다. 이를 통한 남북공동경제발전의 새로운 방향성을 제시하고 궁극적으로 대북 협력을 모색하는 우리 기업의 새로운 성장 모멘텀 제공을 하는 것이 본 연구의 목적이다. 본 연구에서는 변화된 외부적 조건을 고려하여 남북 스마트그린 산업단지를 활용한 남북 산업협력 방안을 제안하였다. 이를 위해 과거 남북 산업협력 추진 경험으로부터의 교훈, 최근 기후위기 대응과 관련한 글로벌 규범 강화, 해외 수출 전략으로서의 공급망 진입 필요성을 전반적으로 살펴보았다. 또한 전 세계가 지향하고 있는 제품 생산 공정의 탄소 감축 및 친환경 생산품을 위한 구상도 포함하였다. 결국 스마트그린 산업단지는 남북 산업협력이 기후위기와 국제 통상질서 변화에 조응한 고도화된 산업협력을 추진한다. 이를 통해 안정적인 공급망을 구축하고 북한은 이에 기초하여 글로벌 공급망에의 진입의 발판을 마련할 수 있다면, 남북 경제협력 추진의 필요성과 동력을 확보할 수 있을 것이다. 남북 산업협력이 친환경적인 방식으로 전개된다면 한국과 북한 모두에게 새로운 기회가 확보될 수 있다. 한국에게는 녹색･친환경 제품의 생산기지 건설을 통해 향후 확산될 글로벌 친환경 공급망에서 역할을 확대하는 기회가 될 수 있다. 북한에게는 양질의 생산품을 소비할 수 있는 기회, 산업 경쟁력을 확보하여 글로벌 공급망에 진입할 수 있는 기회, 산업 생산을 활성화할 수 있는 기회가 확보될 수 있다. 더 나아가 남북 산업협력이 ‘친환경’, ‘친기후’이라는 브랜드로 국제적 인식이 확산된다면 한국은 글로벌 기후위기 대응을 위한 국제협력을 선도하는 원조 공여국으로서의 위상이 강화될 수 있을 것이다.

영문 초록

By the halted inter-Korean relationship and worsened international relationship including U.S-Sino conflict, the resume of inter-Korean economic cooperation and exchange is hardly expected. Moreover, Covid-19 pandemic reshapes the global economic environment. Above all, climate change and the reconstruction of global supply chain brought paradigm shift. Therefore, we have to contrive new inter-Korean economic cooperation model to response the changed global situation. The aim of this research is to suggest new direction for the inter-Korean economic cooperation. In addition, it hopes to provide new economic momentum for Korean firms. Regarding the changed external condition, this study suggest new inter-Korean industrial cooperation by utilizing smart green industrial complex. To fulfill this goal this research explores the lesson from the previous industrial cooperation, recent response toward climate change and global norms, the necessity of participation into global supply chain. Besides, it handles global trends including carbon emission reduction and eco-friendly products. Namely, smart green industrial complex seeks high level of industrial cooperation by corresponding with climate change and global trade trends. If the aforementioned goals are achieved then we might obtain the new economic momentum. The successful eco-friendly inter-Korean industrial cooperation will provide economic opportunities to the two Koreas. By the establishing eco-friendly products production base, South Korea can expand its role within the global supply chain. As for North Korea, they will have a chance to consume high-quality products. It can also access the global supply chain. Eventually, these policies would increase the overall industrial capacity of North Korea. Last but not least, South Korea’s brand image will arise as the frontier of eco-friendly industry and a good donor state.
