권력관계 변동에 따른 자활사업 제도 변화 연구

국문 초록

이 논문은 자활사업 제도가 설계되는 과정과 정책 실행 단계에서 어떤 역관계가 작동하고, 그에 따른 이해관계자들의 상호작용은 어떻게 형성되었는지를 밝히고자 했다. 또한, 변화된 역학관계에 따라 제도의 목표와 기능은 어떻게 변동했는지를 분석했다. 논문의 시기 구분은 시장화의 경향성에 따라분류했다. 첫 번째 시기는 김대중 정부부터 노무현 정부까지인 2001년부터2007년까지이다. 두 번째 시기는 이명박 정부부터 박근혜 정부까지인 2008 년부터 2016년까지이다. 첫 번째 시기에는 노동연계복지가 시행되면서 저소득층의 노동을 유도했다. 그리고 프로그램을 표준화하면서 경제적 목표를강조했다. 전달체계는 국가와 시장, 시민사회로 서비스 공급 주체를 다원화했다. 두 번째 시기에는 취업과 시장 진입을 목적으로 하는 사업에 참여자를집중적으로 배치했다. 취업 위주 프로그램을 확대하고, 성과관리 프로그램을도입했다. 자활센터에 대한 경제성 평가를 강화했고, 관리통제 체제를 구축했다. 이런 변화를 역사적 제도주의 시각으로 해석했다. 첫 번째 시기에는자활사업을 통한 사회적 자활의 목표가 지속되고 있는 상황에 경제적 자활을중시하는 것이 겹쳐지면서 제도가 변동해 왔다. 새로 생겨난 규칙이 기존의제도를 완전히 대체하지 않으면서 제도를 부분적으로 수정하는 양상을 통해이 시기 제도 변화를 중첩으로 해석했다. 두 번째 시기에도 제도의 기본틀은 유지되었다. 하지만 제도가 추구하는 목표가 경제적 성과를 달성하는 것으로변동했다. 그리고 제도의 효과성을 시장 진출로만 평가하려 한 보수정부의자활정책은 원래의 목적과 다르게 운영되었다. 이것을 제도의 전환으로 분석했다.

영문 초록

This thesis analyzed how the objectives and functions of the self-sufficiency institution changed according to the changed dynamics. The timing of the thesis was classified according to the tendency of marketization. The first period is from 2001 to 2007, from the Kim Dae-jung administration to the Roh Moo-hyun administration. The second period is from 2008 to 2016, from the Lee Myung-Bak administration to the Park Geun-hye administration. During the first period, workfare was implemented, which led to low-income workers. And while standardizing the program, it emphasized economic goals. The delivery system has diversified the service providers into the state, market, and civil society. In the second period, participants were concentrated on projects aimed at employment and market entry. The work oriented programs were extended and performance management programs were adopted. Strengthened economic evaluation of self-sufficiency center and established control system. This thesis interpreted these changes as historical institutionalism. In the first period, the institution has changed as the goal of social self-sufficiency through selfsufficiency project continues and the emphasis on economic self-sufficiency layering. The new rules partially modified the institution without completely replacing the existing system. Therefore, this thesis interpreted the institutional changes in this period as layering. In the second period, the basic framework of the institution was maintained. But the goal of the institution has shifted to achieving economic performance. And the self-sufficiency policy of the conservative government which tried to evaluate the effectiveness of the institution only by market entry, operated differently from the original purpose. This was analyzed as a conversion of the institution.
