정부세종청사 도청 및 불법 촬영 대응을 위한 방호인력 활용 방안

국문 초록

본 연구는 정부청사 중에서도 가장 많은 중앙행정기관이 입주해 있는 정부세종청사를 중심으로 보안의 취약성이 커다란 도청과 불법 촬영 대응에 관한 문제점을 도출하고 개선방안을 제시함으로써 정부청사의 전반적인 보안 수준 향상에 기여하는 기초자료를 제공하는 데 그 목적이 있다. 특히 정부세종청사의 방호인력 중에서도 그동안 연구가 많이 시행되지 않았던 방호직 공무원을 활용하여 대응할 수 있는 방안을 제시해 보았으며, 도청 및 불법 촬영 관련 법령 등 자료를 면밀히 분석하는 문헌 연구를 시행하고 이에 따른 실태를 분석하여 상시 도청탐지 및 불법 촬영탐지 장비 도입의 문제점과 도청 및 불법 촬영 대응 운영상 문제점을 도출하였다. 이에 관하여 본 연구에서는 도청 및 불법 촬영 대응에 관한 개선방안으로 도청 및 불법 촬영탐지 업무 수행을 위한 근거 마련, 도청 및 불법 촬영 대응 전문팀 신설 운영, 전문기관의 교육훈련, 관계기관을 통한 지속적인 점검과 시설보완을 제시하였으며, 연구 결과의 활용으로 정부청사 방호직 공무원의 업무 전문성과 정부청사 보안 수준 향상에 크게 기여할 것으로 보인다.

영문 초록

This study aims to improve the overall security level of government buildings by deriving problems in response to wiretapping and illegal filming, which have large security vulnerabilities, focusing on the government complex in Sejong, where the largest number of central administrative agencies among government buildings reside. Its purpose is to provide basic data to contribute. In particular, among the protection personnel of the government complex in Sejong, I tried to suggest a countermeasure by using security officials who have not been studied much, and conducted a literature study that closely analyzes data such as wiretapping and illegal filming related laws. By analyzing this, problems with the introduction of regular wiretapping detection and illegal filming detection equipment and operational problems in response to wiretapping and illegal filming were derived. In relation to this, in this study, as an improvement plan for dealing with wiretapping and illegal filming, we prepare the basis for conducting wiretapping and illegal filming detection work, establish a new specialized team to respond to wiretapping and illegal filming, education and training of specialized institutions, continuous inspection through related institutions, and Facility supplementation was suggested, and the use of the research results is expected to greatly contribute to the improvement of the professionalism of government building security officials and the security level of government buildings.
