환동해 지역성에 대한 비판적 고찰

국문 초록

이 논문의 목적은 세방화(glocalization)의 맥락에서 복잡하게 변화하는 환동해지역의 실재(reality), 즉 지역성(regionality)을 새로운 개념인 ‘지역성(regionness)’으로 규명하는 데에 있다. 환동해지역은 일반적으로 동해를 중심으로 지리적으로 인접한 한반도 동해안, 일본의 서해안, 중국의 동북 3성, 러시아 극동지역을 포함한 범위다. 오늘날 이 지역은 다양한 지역성을 내포하고 있다. 세방화 맥락에서 이 지역은 영토에서부터 네트워크 개념까지 매우 다양하게 이해되고 있다. 이런 현상을 종합적으로 설명할 수 있는 새로운 개념이 필요하다. 본고는 환동해지역의 다층적이고 다차원적인 지역화 과정을 중층적으로 관념화하고, 동시에 그 실재를 ‘지역성’으로 개념화하고자 한다. 지역은 단순한 공간이 아닌 능동적인 주체가 환경과 상호 교류하여 역동적으로 형성되고, 자기조직화되는 장(場)이다. 따라서 환동해지역의 복잡한 현상을 이해하기 위해서는 그 중층구조를 가정하고, 근본적으로 세계는 층화되어 있다는 인식이 전제돼야 한다. 본고는 이러한 지역의 실재를 국가 중심 단위의 실체적인 영토성뿐만 아니라 탈영토적이고 구성적인 관계성을 함께 지닌 환동해 지역의 중층성을 고찰하기 위한 개념화 작업의 일환이다.

영문 초록

This paper aims to shed some light on the "regionality(reality of a region)" of East Sea Rim region which is simultaneously influenced by the glocalization process - the recursive relations between globalization and localization. The territorial boundary of East Sea Rim region includes the eastern coast of the Korean peninsular, the western coast of Japan, the Northeastern area of China, and the far-eastern region of Russia. East Sea Region has been experienced the dynamic regionality. Researchers and specialists in the field of regional studies now face to the necessity of conceptualizing this new feature of the region. In other words, they need to conceptualize East Sea Rim region as a multi-layered region experiencing multi-dimensional regionalization process, which is recently discussed as a new concept, "regionness" in the field of regional studies. When a certain region enters into the process of glocalization, the region needs to be recognized as a field in which self-organization process(active and dynamic relations between the subjects and the objects) is continuously operating. Therefore, for fully understand the complexity of East Sea Rim region, it is pre-requisite to recognize the regional characteristics of multi-layered and stratified feature. In order to better understand a certain region, it is necessary to shift our epistemological paradigm to a new one that implies trans-national and relational networks' characteristics of the region.
