한국 시민의 유전자가위 기술에 관한 태도와 시사점

국문 초록

본 연구는 한국 시민의 평소 가치관(기술, 건강, 환경, 식품)이 혜택과 잠재 위험이 공존하는 유전자가위 기술의 산업 활용 및 규제 태도와의 관계를 확인하여 시민 참여의 기초를 제공함에 있다. 한국바이오안전성정보센터의 2018~2019년 ‘일반 국민의 생명공학 인식조사’ 중 유전자가위 기술을 인지하는 553명의 자료가 분석되었다. 그 결과 기술, 환경 및 식품 가치관이 산업 활용과 정적(+) 상관성을 보였다(p<.01). 규제 태도에 대해서는 기술가치관과 부적(-), 환경가치관과 정적(+) 상관성을 보였다(p<.05). 한편, 가치관이 산업 활용 동의에 미치는 영향을 다항로지스틱 회귀분석을 한 결과, 모든가치관이 영향력을 보였고(p<.001), 규제 태도에 대해서는 기술가치관만이 영향력을 보였다(p<.05). 시민의 평소 가치관이 기술의 산업 적용과 규제에 모두 관계하고 있음이 확인되었으며, 규제에 대해서는 정부, 언론, 과학자집단 신뢰 등 위험의 사회적 증폭 요인이 개입할 것으로 사료된다. 유전자가위 기술의 연구개발, 안전확보 및 사고예방 관련한 정책의 도입과 실행에 있어 일반 시민의 참여는매우 중요할 것이다.

영문 초록

The purpose of this study is to confirm the relationship between usual values (technology, health, environment, food) of Korean citizens and the industrial application and regulatory attitudes of genome editing technology(GET) and to provide a basis for citizen participation. Data from 553 people who recognized GET during the 2018-2019 ‘People’s Awareness Survey on Biotechnology’ by the Korea Biosafety Clearing House were analyzed. As a result, technology, environment and food values showed a positive correlation with industrial application(p<.01). Regarding regulatory attitudes, there was a negative correlation with technological values and a positive correlation with environmental values (p<.05). On the other hand, as a result of multinomial logistic regression analysis of the effect of values on industrial application agreement, all values showed influence(p<.001), and only technology values showed influence on regulatory attitudes(p<.05). It has been confirmed that citizens’ usual values are related to both industrial application of technology and regulation. Citizen participation will be very important in the introduction and implementation of policies for R&D of GET, securing safety and preventing accidents.
