대한민국 교육 위기와 4차 산업혁명시대 대비 교육시스템 혁신전략

국문 초록

본 연구는 제4차 산업혁명시대와 위기이자 기회인 대전환시대에 걸 맞는 새로운 교육시스템을 구현할 교육 거버넌스 구상과 세부 전략을 제안하고자 하였다. 이는 두 가지 관점에서 의미를 부여할 수 있다. 하나는 교육개혁의 초점을 교육 및 학교교육의 정상화에 둔 교육개혁 안을 차기 정부 출범에 즈음하여 제안한다는 점이고, 다른 하나는 교육자치의 실현과 학교교육 현장의견을 적극 반영한 교육개혁안의 제안을 꼽을 수 있다. 연구방법은 문헌연구를 기반으로 하고 역대 정부의 교육개혁정책을 분석하여 교육개혁의 실패 이유를 도출하였다. 이를 근거로 대전환시대에 바람직한 새로운 교육시스템이 지향해야 할 방향과 혁신전략을 제안하였다. 첫째, 차기정부 교육개혁의 방향은 국가교육위원회를 주축으로 지역교육청과 학교현장이 주체가 되는 학교교육의 정상화와 혁신을 전제로 교육부가 담당할 직업 및 평생교육정책으로 이원화되어 운영되도록 추진하는 것이다. 둘째, 국가교육위원회 체제와 분권적 자치교육시스템에 부합하는 새로운 교육 거버넌스로서의 혁신적 교육행정 시스템을 구축해야 한다. 셋째, 학교교육의 정상화를 위해 교사의 혁신역량 제고, 학교별 다양한 교육과정의 운영, 지역특성과 학습자 여건에 맞는 자치교육 프로그램의 운영, 교육시설 투자확대 및 교사업무의 경감을 위한 실행전략을 마련해야 한다. 넷째, 대입정책 혁신 및 대학 구고조정은 대학교육의 정상화와 대학의 자율성 제고에 맞춰 추진하도록 하고, 정부의 역량은 유치⋅초등교육의 혁신에 집중한다.

영문 초록

This study intends to propose an educational governance concept and detailed strategy to implement a new education system suitable for the era of the 4th industrial revolution and the era of great transformation. The research method was based on literature research and analyzed the educational reform policies of previous governments to derive the reasons for the failure of education reform. Based on this, the direction and innovation strategy that a desirable new education system should aim for in the era of great transformation was proposed. First, the direction of the next government s education reform will be pursued in a dual structure led by the National Board of Education, regional offices of education, and the Ministry of Education. Second, establish an innovative educational administration system as a new educational governance system that is consistent with the National Board of Education system and the decentralized autonomous education system. Third, for the normalization of school education, detailed implementation strategies are prepared, such as enhancing teachers innovative capacity, operating various educational courses for each school, and operating autonomous education programs that are tailored to local characteristics and learner conditions. Fourth, innovation in college admissions policies and adjustment of colleges should be promoted in line with the normalization of college education and enhancement of college autonomy, and the government will focus on attracting and primary education.
