국문 초록

본 연구는 일반국민을 대상으로 재난정책 확대를 위한 추가적 조세부담의 의향을 실증적으로 분석하여 정책적 시사점을 제시하는데 목적이 있다. 조세에 대한 추가적인 부담 의향은 사회과학에서 중요한 실증분석의 연구주제이지만, 재난관리 및 재난정책에 대해서는 관심이 부족하였다. 실증분석을 위하여 개인적 차원의 재난 경험, 조직적 차원의 재난 관리, 사회적 차원의 재난 인식으로 구분하여 영향요인을 분석하였다. 분석결과를 종합하면, 국민들이 재난정책을 확대하는 데 동의하고 추가적으로 세금을 부담할 의향을 갖게 하기 위해서는 정부 및 재난조직이 신뢰 있는 조직으로 변모해야 하며, 책임성 있는 모습을 제시하는 것이 중요하다. 재난의 위험성에 대한 국민 인식을 높이는 홍보 전략이 중요하게 논의될 필요가 있다.

영문 초록

The purpose of this study is to present policy implications for the public by empirically analyzing the intention of additional tax burden to expand disaster policy. The willingness to pay additional taxes is an important empirical analysis topic in social science, but interest in disaster management and disaster policy was insufficient. For empirical analysis, influencing factors were analyzed by dividing them into disaster experiences at the individual level, disaster management at the organizational level, and disaster awareness at the social level. As a result of the analysis, in order for the people to agree to expand disaster policy and to be willing to pay additional taxes, the government and disaster organizations must turn into trusted organizations. In addition, it is important to present a responsible appearance, and public relations strategies that raise public awareness of the dangers of disasters need to be discussed as important.
