국문 초록

세대론과 젠더를 엮어 짠 청년정치가 정당정치의 골간을 이룬다. 청년을 불러 그들을 모이게 하고 특정한 행동을 부추기는 청년정치가 문화정치의 이름 아래 펼쳐지고 있다. 인민이 사회학적 인구변인으로 분해되고 가상적인 세대집단으로 범주화되어 마치 행동과 실천의 주체처럼 상정되지만 그런 범주의 단일 집단은 존재하지 않는다. 세대나 젠더 범주의 인구학적 구분에 속하는 집합을 정치적 ‘갈라치기’로 활용하여 특정 정치세력의 편으로 불러 모은다. 이런 과정 속에서 문화정치가 활용되고 ‘정치의 문화화’는 ‘정서의 정치화’와 결합된다. ‘정치의 문화화’는 연예화로 확장되고, 정치의 주요한 과정이 가치와 정책이 아닌 감정과 정서를 통해 이루어진다. 그 결과 대중의 감응이 정치적으로 조장되고 활용되는 감응정치의 시대가 도래한다. 세대론을 활용하여 팬덤을 만드는 작업과 더불어 여론조사와 소셜미디어 장치를 통해 이루어지는 ‘자동민주주의’의 비중이 커지고 그것은 ‘기술 포퓰리즘’의 토대로 작동한다. 기술적 표퓰리즘은 다양한 기술적 장치를 통해 이루어지는 자동제어식 포퓰리즘이다. 사이버네틱스의 자동제어 통제기계는 인구를 인구통계학의 수치로 만들고 인민을 디지털 알고리즘의 객체로 만든다. 디지털 포퓰리즘은 신체를 잃은 등급화된 인구로 만들어지는 ‘가상(virtual)’ 주체를 활성화한다. 이 글에서는 이러한 문제의식을 바탕으로 ① 정치의 문화화와 문화정치의 추세, ② 정동정치와 포퓰리즘, ③ 사이버네틱스 자동민주주의의 문제점, ④ 대중의 변화된 위상과 전망에 대해 살펴보고자 한다.

영문 초록

Youth politics, woven by combining theories of generation and gender, forms the backbone of party politics. Youth politics, which invites young people to gather them and encourages certain actions, is unfolding under the name of cultural politics. The people are decomposed into sociological demographic variables and categorized into hypothetical generational groups, and assumed as if they were the subjects of practice. Collective groups categorized according to certain demographic classification of generations and gender risk of being motivated to form any side of political ‘splits’ , often aimed to abide specific political force. In this process, cultural politics or ‘culturalization of politics’ is articulated with ‘politicization of affect’. While the ‘culturalization of politics’ is expanded to the realm of entertainment, the main process of politics separted from that of values and policies. As a result, the era of ‘Affect politics’, in which public affect is politically promoted and utilized, begins. Along with the development of digital platform, “automatic democracy” grows implementing public opinion surveys and social media devices, all of which works as the basis of “technical populism.” Technical populism is automatically controlled populism through various technical devices. Cybernetics, automatic control machine generates amounts of population data banks while reduing citizens to object of digital algorithms. Digital populism activates “virtual” subjects created by rated populations that have yet lost their bodies. The article examines such problmes with the themes of (1) the culturalization of politics, (2) the current trend of cultural politics, (3) problems of affective politics and populism, (4) cybernetics automatic democracy, and repositioning of public and mass in the present and future.
