국문 초록

현대사회의 다양한 위험과 급속한 ICT 발달로 인해 커져가는 미래 불확실성은 정부의 대응에 대한 중요성을 증가시키고 있다. 정부는 다양한 사회적 변화에 적절히 대응하는 역량을 제고함 으로써 정부에 대한 신뢰를 제고시킬 필요가 있다. 이에 본 연구에서는 정부역량을 관리역량과 정치역량으로 구분하여 각 역량이 정부신뢰에 어떠한 영향을 미치는지를 분석하였으며, 정부의 민첩한 대응이 정부역량과 정부신뢰 간의 관계를 매개하는지 검증하였다. 분석 결과, 관리역량과 정치역량에 대한 긍정적 인식이 정부신뢰에 정(+)의 영향을 미치는 것을 확인하였다. 또한 정부 민첩성 인식은 관리역량과 정치역량이 정부신뢰에 미치는 영향을 부분 매개하는 것으로 나타났다. 본 연구는 정부역량을 관리 및 정치역량으로 구분하여 분석하였다는 점, 공공부문에서 아직 미비한 단계에 있는 민첩성의 역할을 실증 분석하였다는 점에 의의를 둘 수 있다.

영문 초록

Growing uncertainty of the future in modern society such as natural disasters, social disease, and everyday safety accidents are enhancing the significance of the government reaction. Government is expected to strengthen its capacity towards different societal changes. This research distinguishes government capacity between managerial and political capacity and analyzes the influence of each capacity on government trust. In addition, the authors verify whether the government’s shrewd response mediates the connection between government capacity and government trust. The final analysis corroborates that affirmative recognition on both managerial and political capacity exerts compatible influence on government trust. We also find that government agility cognition partly negotiates the influence on government credibility resulting from managerial and political capacity. This research has theoretical contribution by distinguishing government competence into managerial and political capacity, and by empirically analyzing the role of government agility.
