광역자치단체의 의용소방대 운용과 소방행정의 효율성 관계에 관한 연구

국문 초록

본 연구는 의용소방대의 운용과 소방행정 효율성의 관계를 분석하려는 목적으로 수행되었다. 이를 위해 2011년부터 2018년까지 16개 광역자치단체의 소방행정 효율성을 자료포락분석으로 측정하고, 의용소방대 운용과 소방행정의효율성 관계를 토빗회귀모형으로 분석하였다. 자료포락분석에 의한 광역차지단체의 소방행정 평균 효율성은 규모수익불변 기술 효율성이 82.78 ± 18.12%로, 규모수익가변 기술 효율성(순수 기술 효율성)이 89.31 ± 12.46%로, 규모 효율성이 91.72 ± 10.56%로 나타났다. 측정된 소방행정의 효율성과 의용소방대 운용의 관계에서 의용소방대의 인력 비율, 예산 비율, 그리고 법령의 시행은 소방행정의 순수 기술 효율성에 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 더하여 의용소방대 인력 비율 또는 예산 비율이 소방행정의 순수 기술 효율성에 정(+)의 영향을 미칠 때 의용소방대 법령 시행은 유의미한 정(+)의 조절효과를 보이는 것으로 나타났다. 연구결과를 종합하면, 의용소방대는 광역자치단체의 소방행정 효율성에 긍정적 영향을 미친다는 것을 시사하고 있었다.

영문 초록

This study sought to analyze the relationship between the operation of volunteer fire brigades and the efficiency offire-fighting administrations. To this end, the efficiency of the fire-fighting administrations of 16 metropolitan and provincialgovernments in South Korea were measured using data envelopment analysis (DEA) from 2011 to 2018. In addition, therelationship between the operation efficiency of the volunteer fire brigade and the fire administration was analyzed usinga Tobit regression model. DEA found that the technical efficiency based on constant returns to scale was 82.78 ± 18.12%,the technical efficiency based on variable returns to scale was 89.31 ± 12.46%, and the efficiency of the scale was 91.72± 10.56%. Tobit regression analysis found the ratio of volunteer fire brigade personnel, the budget ratio of the volunteerfire brigade, and the enforcement of the Act on the Establishment and Operation of Volunteer Fire Brigades to havesignificant positive effects on the pure technical efficiency of local governments. In addition, when the ratio of volunteerfire brigade personnel or ratio of budget had a positive effect on the efficiency of fire administration, the enforcement ofthe volunteer fire brigade statute exerted a positive adjustment effect. This study thus shows that volunteer fire brigadeshave a positive impact on the efficiency of the fire-fighting administrations of metropolitan and provincial governments.
