국문 초록

이 연구는 정책포용성 확보를 위한 정책갈등의 예방적 관리에 대한 지속적인 분류 및 분석을 통해 정책갈등의 핵심원인을 분석하고, 정책갈등 발생의 가장 중요한 요인들을 식별한다. 도출된 요인들을 정책갈등에 미칠 영향과 그 정도에 따라 정책갈등 예방지표와 분석기준으로 선정되고, 그에 따른 ‘정책갈등 예방모형’을 구축한다. 본 연구는 나름의 의의를 가지고 있다. 첫째, 정책갈등 예방모형은 정책갈등관리에 있어서 사전 예방적 지식관리체계 마련을 위한 최초의 연구로 이론적 토대를 마련하고자 한다. 둘째, 정책갈등 예방모형은 그 구축과 운용을 위한 모형제시를 통해 갈등의 역기능과 정치적 갈등을 감소시킬 실제적(경험적)·이론적 논거를 제시한다. 셋째, 정책갈등 예방모형의 운영결과가 과학적·체계적으로 정책에 반영되고, 실제 정책갈등관리의 안정적 실행에 기여함으로써 정책포용성을 제고하는 데 이바지 하고자 한다.

영문 초록

This study analyzes the key causes of policy conflict through classification and analysis of preventive management of policy conflict to secure policy inclusion, and derives factors affecting the causes of policy conflict. Each of the derived factors is selected as a policy conflict prevention index and an analysis standard according to the degree of importance and impact on future policy conflicts, and the policy conflict prevention model is constructed accordingly. There are three implications for the policy conflict prevention model. First, the policy conflict prevention model is a study to prepare a proactive knowledge management system in policy conflict management and contributes to the establishment of a theoretical foundation in this field. Second, the policy conflict prevention model presents an empirical and theoretical argument to reduce the dysfunction and political conflict of the conflict through the modeling for its construction and operation. Third, the result of the operation of the policy conflict prevention model is reflected in the policy scientifically and systematically, and in reality contributes to the stable execution of policy conflict management.
