경험적 접근법을 활용한 재난현장에서의 소방드론 임무수행 효율성 분석

국문 초록

공공분야에서 드론의 활용은 다양한 분야로 확대되고 있으며, 일부에서는 효과성이 검증되고 있다. 서울소방은2016년부터 드론을 보급하여 1,240회 활용했으며, 이 중 재난현장에 드론이 투입되어 임무를 수행한 것은 405건이다. 본 연구에서는 재난현장에서 드론의 탐색, 정보취득, 위험감시 등의 임무 수행이 전통적인 대응방식과 비교할 때 얼마나 효과가 있는지 사례를 통해 분석하였다. 탐색 임무는 수직·수평 탐색으로 구분하여 실제 출동사례에서 현장대원의대응시간과 비교하여 측정하였으며, 정보취득 임무는 건축물 화재와 산불 현장에 투입되었을 때 정보취득을 위해 소요된 시간과 대응활동에 착수하게 된 시간을 비교분석하였다. 위험감시 임무의 경우 통상 현장에 배치하는 안전관리 인력의 업무수행 범위와 드론의 감시 범위를 비교하여 실시하였다. 실종자 탐색 등 수평검색에서는 드론 1대가 인력 100명의 역할을 수행하고, 고층건축물 수직검색 시간은 구조대원과 비교해 16배 이상 빠르며, 주택가 화재탐지는 140 s를 단축할 수 있음을 확인하였다. 또한 야간 산불탐색에서 78명의 소방인력이 1 h 이상 소요되었으나 드론은 투입 후 단2 min 만에 발견하였다. 이러한 결과는 소방드론을 재난현장에 투입함으로써 소방인력을 더 효과적·효율적으로 운영할수 있다는 것을 시사하며, 이를 위해서 소방드론 투입에 따른 소방인력의 임무조정 방식에 대한 후속 연구가 필요하다.

영문 초록

The use of drones in the public sector is expanding to various fields, and its effectiveness has been verified in somecases. Since its introduction to the Seoul Metropolitan Fire and Disaster Headquarters in 2016, drones have been used 1,240times, including 405 times in disaster response. The purpose of this study is to analyze cases to determine the effectivenessof drones in operations such as searching, acquiring information, and monitoring, compared to traditional disaster responsemethods. In order to analyze the efficiency of the search missions, we divided the cases into vertical and horizontal searchesand measured the response time of the drone compared to that of the firefighters. In terms of the information acquisitionmissions, the time spent on obtaining information and responding activities when the drone was deployed at building andforest fire sites were compared to missions in which the drone was not deployed. In the case of risk monitoring missions,the scope of the safety management personnel usually deployed at the site and the scope of the drone monitoring werecompared. In horizontal searches, such as searching for missing persons, one drone can play the role of 100 people. Inaddition, drones are more than sixteen times faster than traditional methods in completing vertical searches in high-risebuildings, and 140 s faster in detecting fires in residential areas. Furthermore, it took more than an hour for 78 firefightersto locate a forest fire that broke out at night, but the drone located it in just two min. These results indicate that it ispossible to use firefighter personnel more effectively and efficiently by using drones at disaster sites. To that end, moreresearch on how to modulate the duties of firefighters while working with fire drones is required.
