국문 초록

본 연구는 지방출자출연기관이 수행하는 공공 정책사업에 대해 비즈니스모델 방법론을 적용함으로써 공공성과 효율성을 동시에 추구하는 공공 비즈니스모델 프레임워크를 개발하고자 하였다. 지방출자출연기관은 지방정부가 지역주민에게 준공공재를 전달하려는 고유목적에 의해 설립되어 운영되므로 기본적으로 공공성 추구를 기반으로 한다. 그러나 공공성이 지나치게 강조될 경우 조직이 관료화되거나 또는 사업운영이 오히려 경직화되면서 공공서비스 전달체계에 문제가 발생한다. 비즈니스모델 방법론은 기관 단위의 상위목적인 사회적 가치 구현과 같은 공공성 추구를 유지하면서도 개별적인 하위사업들에 대해서는 비즈니스모델을 개발 및 적용함으로 공공기관의 전반적인 효율성을 높일 수 있다. 프로세스모델링 기반의 비즈니스모델 개발 방법은 정책단위 사업의 활동요소들을 프로세스 기반으로 도출하고 그룹화하여 체계화하면서도 동시에 단위사업들의 목적성이 사회적 가치 구현과 같은 상위목적에 일관되게 연계되도록 함으로써 지방출자출연기관이 추진하는 다양한 사업의 효율성을 개선할 수 있게 해준다. 본 연구에서는 충남지역 산업육성을 전담하는 지방출자출연기관(충남테크노파크)의 공공 비즈니스모델 개발 사례를 통해 ‘기관단위의 비전(공공성 추구)과 전략’에 연계되는 ‘공공정책 단위사업의 비즈니스모델(효율성 추구)’ 개발과 적용 그리고 그 효과성에 관한 시사점을 제시하였다.

영문 초록

This study aimed to develop a public business model framework that pursues both publicity and efficiency at the same time by applying the business model methodology to public policy projects carried out by local government’s investment agency. Local government’s investment agency are established and operated by local governments for their own purpose of delivering public service to local residents, so they are basically based on the pursuit of publicity. However, if the pursuit of publicity is excessive, the organization becomes bureaucratic or the business operation becomes rather rigid, causing problems in the public service delivery system. The business model methodology can increase the overall efficiency of public institutions by developing and applying business models to business and projects while maintaining the pursuit of publicity, such as realizing social values as a top-level objective of the institutional unit. The process modeling-based business model development method is promoted by local government agency by deriving and grouping the activity elements of the policy business unit project based on the process, while at the same time ensuring that the objectives of the unit projects are consistently linked to higher objectives such as realizing social values. In this study, the business model of the public policy unit project linked to the vision of the organizational unit (pursuit of publicity) and strategy through the case of developing a public business model of a local investment organization(Chungnam Techno Park) dedicated to fostering industries in the Chungnam Province.
