국문 초록

본 연구는 범죄경력자의 거주지 분포와 지역의 사회환경적 요인 간의 관계를 살펴보고자 하였으며 이를 통해 범죄경력자의 거주지 선택과 연관된 요인이 무엇인지 확인하여 이들의 성공적인 사회 복귀와 적응을 위해서 어떠한 정책적 접근이 필요한지 논의하고자 하였다. 이를 위해 서울시를 연구대상 지역으로, 행정동을 지역적 분석단위로 하여 등록된 범죄경력자 수와 사회환경적 변인들 사이의 관계를 분석하였다. 이때 공간적 효과를 고려할 수 있는 공간회귀모형과 공간적 비정상성을 고려할 수 있는 공간가중회귀모형을 활용하여, 변수들 사이의 관계를 명확히 확인하고자 하였다. 분석결과, 범죄경력자 수와 기초생활수급가구비 등 모든 변수 내에서 공간적 군집성이 확인되었으며, 지역의 기초생활수급가구비가 높을수록, 추정소득이 적을수록, 1인가구비가 높을수록, 인구 1천 명당 주류업소 수가 많을수록, 주택유형 중 다세대주택비율이 높을수록 해당 지역에 거주하는 범죄경력자의 수가 많은 것으로 나타났다. 한편 국지적 관점에서 독립변수들과 종속변수의 상관관계를 확인할 수 있는 공간가중회귀모형을 적용하여 분석한 결과, 지역마다 그 연관성이 상이하게 추정됨을 확인하였으며, 공간적 비정상성을 고려한 공간가중회귀모형에서 적합도와 설명력이 가장 높게 나타남을 확인하였다. 연구결과를 통해 범죄경력자 밀집지와 사회환경적 변인들 사이의 상관관계를 확인하고, 출소자들이 성공적으로 사회에 재진입하기 위해서는 지역별로 특성에 맞춘 정책적 접근이 필요함을 논의하였다.

영문 초록

This study was intended to examine the relationship between the residential distribution of ex-offenders and the social-environmental factors of the region, thereby identifying the factors associated with the residential selection of ex-offenders and discussing what policy approaches are needed for their successful return to the society. To this end, the relationships between the number of registered ex-offenders and the social-environmental variables were analyzed, using Seoul as a research area and the administrative district as a regional analysis unit. Also the relationships between the variables were to be more clearly identified by using the spatial regression which can take into account spatial effects and the geographically weighted regression which can take into account spatial non-stationarity. According to the analysis, spatial clusters were identified within all variables, including the number of ex-offenders living in the area and the ratio of basic living allowance households. It was found that the higher the ratio of basic living allowance households in the region, the lower the estimated income, the higher the number of single-person households, the higher the number of liquor stores per 1,000 people, and the higher the ratio of multi-household housing, the higher the number of ex-offenders living in the area. On the other hand, the analysis by applying a spatial weighted regression that can check the correlations between independent variables and dependent variable from a local perspective confirmed that the correlations are estimated differently from region to region. The geographically weighted regression model showed the highest suitability and explanatory power. Through the results, the correlations between the distribution of the residential area of ex-offenders and social-environmental variables were confirmed, and what policy approach is needed for ex-offenders to successfully return to the society was discussed.
