독일의 주정부와 지역대학 연계 사례에 대한 고찰

국문 초록

우리나라는 1991년 지방자치시대가 시작되었음에도 불구하고 교육분권에 관한 제도화는 제대로 진행되지 못했다. 최근 2020년 1월 국회 본의회에서 지방자치권 확대를 위한 지방이양일괄법이 통과되어 2021년 1월 시행을 앞두고 있다. 중앙 권한의 적극적인 지방 이양을 목적으로 제정 추진 중인 ‘제2차 지방이양일괄법’ 은 자치분권 관련 법률을 제정하고 이를 통해 교육자치와 지방자치 간 연계·협력 강화를 지향하고 있다. 본 연구에서는 주정부와 지역대학 연계를 성공적으로 운영하는 독일 사례에 주목하여 우리나라 지방정부와 지역대학 간 연계에 대한 시사점을 제언하고자 한다. 독일연방기본법 제83조는 “주정부는 연방헌법에 따라 연방 법률의 집행을 자신의 고유사무로 수행”할 것을 명시하고 있으며 예산지원과 대학 사무를 감독한다. 대학은 책임감을 갖고 교육과 연구 등을 수행하는 협력 파트너가 되므로 본 연구를 위한 모델이 될 수 있다. 본 연구의 결과 첫째, 연방고등교육기본법에는 대학의 과업과 주정부 역할이 명확히 명시되어 주정부는 이에 따라 주교육법을 제정하고 자치·협력함을 알 수 있다. 둘째, 교육 혁신을 주정부 발전의 핵심정책으로 선언하고 대학의 연구력 강화를 위해 추가 예산을 지원, 교육과 취업의 연계성을 높이며 셋째, 초고령화사회를 앞두고 지역주민에게 대학 교육기회를 제공하고 제3기 노인대학을 개설, 시민대학과 협업하여 지역주민과 대학교육의 성과를 공유하는 것으로 나타났다.

영문 초록

In January 2020, the National Assembly Plenary Assembly passed the Comprehensive Local Transition Act to expand local autonomy and is expected to take effect in January 2021. The “Second Local Transfer Comprehensive Act,” which is being enacted and promoted for the active transfer of central authority to local governments, aims to strengthen the linkage and cooperation between educational autonomy and local autonomy through enacting laws related to decentralization of autonomy. This study focuses on the German case of successfully operating the linkage between the state government and local universities, and suggests implications for the linkage between the local government and local universities in Korea. Article 83 of the German Federal Framework Act states that “the state government shall carry out the enforcement of federal laws as its own affairs in accordance with the federal constitution”, where the state supervises budgetary support and university affairs. As a result of this study, first, the Federal Framework Act on Higher Education clearly states the tasks of universities and the role of the state government, and it can be seen that the state government enacts the state education law accordingly and autonomously and cooperates with it. Second, it declares educational innovation as a core policy for the development of the state government, provides additional budgets to strengthen the research power of universities, improves the connection between education and employment, and third, provides opportunities for university education to local residents ahead of an ultra-aging society, and It was found that the senior citizens college was opened and the results of college education were shared with the local residents in collaboration with the civic college.
