국문 초록

우리나라에서는 2015 개정 교육과정에서 국가 수준에 처음으로 핵심역량이 도입되었다. 이에 본 연구는 2015 개정 교육과정에 따라 핵심역량이 국가, 시ㆍ도 및 학교 수준에서 편성ㆍ운영되고 있는 실태를 분석하여 앞으로 우리나라 핵심역량이 어떻게 개선되어 나아가야 할 것인지 그 방향을 탐색하는데 연구의 목적이 있다. 이를 위하여 본 연구에서는 첫째, 이론적 배경으로 외국 교육과정에서 나타난 핵심역량의 구현 유형을 분석하였고, 둘째, 우리나라의 국가 수준, 시ㆍ도 수준, 학교 수준 교육과정 문서에서 나타난 핵심역량 편성ㆍ운영의 실태를 분석하였으며, 셋째, 2015 개정 교육과정 도입에 따른 교사와 장학사의 핵심역량에 대한 인식을 분석하고자 설문 조사를 실시하였다. 연구 결과, 2015 개정 교육과정에서 핵심역량은 문서의 측면에서는 핵심역량의 선정 자체가 강조되고 있지만 실천의 측면에서는 교수ㆍ학습 및 평가의 변화를 위한 메타포로서의 역할에 치중되어 인식ㆍ활용되고 있다는 점을 밝혀내었다. 이를 바탕으로 본 연구에서는 핵심역량이 앞으로도 국가 수준 교육과정을 혁신하기 위한 도구로 실질적으로 자리매김하기 위하여 지향해야 할 핵심역량 기반 국가 교육과정 설계의 개선 단계를 제언하였다.

영문 초록

In Korea, the core competency was introduced for the first time at the national level in the 2015 revised curriculum. The purpose of this study is to analyze the actual condition of the 2015 revised curriculum being organized and operated at the level of national, metropolitan and provincial, and school, and to explore the direction of how to improve the core competencies of Korea in the future. For this purpose, the following three research methods were used: First, the implementation types of core competencies in foreign curriculums were analyzed as theoretical backgrounds. Second, the actual condition of core competency, appeared in curriculum documents of Korea at the standard of organization and operation, city and province, and school, were analyzed. Third, a survey was conducted to analyze the perception of teachers and supervisors regarding core competencies according to the introduction of the 2015 revised curriculum. The results of the study show that the 2015 revised curriculum is practiced in a complex type at the level of the state, city, province, and school.,Based on this, this study suggests the improvement of the national curriculum design based on core competencies that should be pursued in order to establish core competencies as a practical tool for innovation of national curriculum.
