경찰에 대한 시민 신뢰에의 영향 요인

국문 초록

이 연구의 주요 목적은 경찰 신뢰에 관한 도구적 모델, 표현적 모델, 규범적모델, 경찰-시민 접촉 모델에 근거하여 한국 사회의 상황에서 경찰에 대한 시민 신뢰에 영향을 미치는 요인들을 분석하고, 시민 신뢰를 향상시키기 위한 방안들을 제안하는 것이다. 특히, 네 가지 모델이 경찰에 대한 시민 신뢰에 주는차별적인 효과를 분석하는 것은 경찰기관이 시민 신뢰를 향상시키기 위한 정책들을 개발함에 있어서 중요한 함의를 제공할 것이다. 이 연구의 데이터는 서울시에 거주하고 있는 시민 363명에 대한 설문조사를통해 수집되었다. 분석 결과는 규범적 모델과 관련된 절차적 공정성 인식(β= .298, p<.001), 도구적 모델과 관련된 경찰 효과성 인식(β= .229, p<.001) 및범죄피해 두려움(β= .191, p<.001)이 경찰에 대한 시민 신뢰에 유의한 영향을준다는 것을 보여주었다. 그러나, 표현적 모델과 관련된 지역 무질서 인식과비공식적 사회통제 인식은 경찰에 대한 시민 신뢰에 대하여 유의한 영향을 갖고 있지 못하였다. 이 연구의 대상자의 경우에 절차적 공정성 인식이 경찰에 대한 시민 신뢰에대하여 가장 강한 영향력을 갖고 있고, 그 다음으로 경찰 효과성 인식이 강한영향력을 미치고 있었다. 따라서, 경찰기관은 경찰에 대한 시민 신뢰를 향상시키기 위해서 경찰 효과성 인식뿐만 아니라 절차적 공정성 인식을 증진시키기위한 노력에 집중할 필요가 있다

영문 초록

The primary purpose of this study is to analyze factors to influence the public trust in the police in the context of South Korea based on instrumental, expressive, normative, and police-citizen contact model, and to propose the measures to improve the public trust. Analyzing the differential effects of the four models on the extent to which those models affect public trust in the model will provide important information for police agencies in developing policies to improve public trust in the police. The data were collected through a survey of 363 citizens residing in Seoul, South Korea. The findings revealed that perception of procedural fairness(β= .298, p<.001) associated with normative model, perception of police effectiveness(β= .229, p<.001) and fear of victimization(β= .191, p<.001) associated with instrumental model, have a significant effect on public trust in the police. However, local disorder perception and informal social control perception in relation to the expressive model have no significant impact on public trust in the police. In South Korea, the perception of procedural justice has the strongest influence on public trust in the police, followed by the perception of police effectiveness. Accordingly, police agencies need to make efforts not only to increase perception of police effectiveness, but also to enhance perception of procedural fairness in order to advance the level of public trust in the police.
