부산시내 고등학교의 효율성 평가 및 효율성 결정요인분석

국문 초록

본 연구의 목적은 부산시의 고등학교의 효율성과 그 결정요인을 측정하고자 함이다. 분석대상의 기간은 2014-2018년이고 모집단은 부산시 일반고등학교 총 80개를 대상으로 한다. 분석 결과, 부산시 고등학교의 평균효율성은 0.93이고, 평균규모효율성은 0.98이다. 규모경제 관점에서 규모체증 상태는 약 34개교, 규모불변 26개, 규모체감상태 19개이다. 효율성을 높이려면 부산시 고등학교의 운영규모를 확대 또는 축소하는 것도 필요하다. 결정요인 분석에서는 교장 공모제, 기간제 교사 수, 학업중단 총 학생수는 학교 효율성에 정(+)의 영향을 주었으나 평준화와 총학생수는 부(-)의 영향을 주었다. 학업중단 학생수가 많은 학교가 효율성에 미치는 영향이 크기 때문에 학교와 교육청 차원의 면밀한 관리가 필요하다. 반면 학원수의 급증이 효율성에 유의한 영향을 보이지는 않았다. 실증결과에 기초할 때, 교장공모제의 확대 실시, 기간제교사 제도의 양성화 등은 고등학교 효율성 향상에 필요한 반면에 많은 학생수는 효율에 부정적인 영향을 주는 것으로 보인다.

영문 초록

The purpose of this study is to measure the efficiency and determinants of high schools in Busan. We focused on 80 general high schools in Busan for 2014-2018. As a result of analysis, the average efficiency of Busan high school was 0.93 and the average scale efficiency was 0.98. In terms of scale economy, there are approximately 34 schools in increasing return to scale(IRS), 26 schools unchanged, and 19 schools in decreasing return to scale(DRS). In order to increase efficiency, it is also necessary to expand or reduce the operation scale of Busan high schools. In the analysis of determinants, the principal open recruitment system, the number of contract teachers, and the number of dropouts had a positive (+) effect on school efficiency, but high school equalization policy(HSEP) and the total number of students had a negative effect. Schools with a large number of dropout students have a significant impact on efficiency, so close management from the school and education office is necessary. On the other hand, the increase in the number of private academies in some districts did not have a significant effect on efficiency. On the basis of the empirical results, the expansion of the principal open recruitment system, and the establishment of contract teacher system, and the appropriate number of students are necessary to improve the efficiency.
