국문 초록

본 연구는 정책형성 및 결정과정에 대한 분석틀로서 주목 받고 있는 옹호연합모형(ACF모형)을 재조명하여 정책과정의 역동성을 이해하고 설명하는데 있어 그 타당성과 적실성을 제고할 수 있는 수정된 분석틀을 도출해 내기 위해 수행되었다. 이를 위해 본 연구에서는 각종 정책사례에 대한 분석을 실시함으로써 특정의 정책결정과정에 대한 실천적 함의를 얻으려고 하기보다 ACF모형에 대한 면밀한 이론적 탐색을 바탕으로 다수준의 분석틀로서의 완결성 강화를 위해 보완되어야 할 점과 그 방안에 대해 생각해 봄으로써 보다 발전적인 통합분석모형을 시론적인 차원에서 구상해 보았다. 즉, 다양한 신념체계를 가진 옹호연합들이 동태적인 상호작용을 거쳐 정책변동이 발생하는 논변과정을 집합행동프레임의 전략적 과정과 프레이밍 단계를 통해 수정, 보완함으로써 기존의 ACF모형의 정책과정에 대한 설명력을 제고할 수 있을 것으로 판단한다.

영문 초록

This research has progressed to draw expansive model that enhancing validity and adaptability in explaining dynamism of policy process by resurfacing ACF model focused because of analyzing framework in policy formulation and determining process. So this research has formulated more expansive integrated analyzing framework by accomplishing analyses about various types of policy not to discover practical implications of specific policy determining process but to think about supplement points for reinforcing completion as multi-level analyzing framework that based on detailed theoretical investigation about ACF model. This means that by modifying and supplementing discussion process that generating ministerial policy change through dynamic interactions among advocacy coalitions that have various belief systems from the point of tactical process and framing phase of CAF model we can enhance the explanation of existing ACF model s policy process.
