국가 위기관리 패러다임 변화가 정책 형성 과정에 미친 영향

국문 초록

자연재해에 있어서 잦은 이상 현상이 새로운 표준으로 정착되면서 정책 채택여부를 결정하기 위한 요인들도 많이 변하고 있다. 본 연구는 이러한 변화들이 정책 형성과정에서 어떠한 영향을 미치는지를 한국의 지진조기경보 구축 사례를 중심으로 연구하였다. 2010년 규모 5.0이상 지진의 발생현황은 일본 153회, 미국 80회, 중국 23회인데 반해 한국은 1건도 발생하지 않아 다른 국가에 비하여 상대적으로 안전지대라고 할 수 있다. 연구대상 사례인 지진조기경보시스템은 일본은 이미 개발 완료하여 2007년부터 대국민 서비스 중이며, 미국은 현재 개발 중이고 중국은 아직 개발되어 있지 않다. 그런 점에서 본다면 한국이 2007년~2009년에 시도했던 정책주도자의 지진조기경보서비스 정책은 공공의제에 진입할 수 없었던 것이 효율성 측면에서 당연한 것으로 여겨진다. 하지만 통제중심에서 인간중심으로의 패러다임 변화, 경제 선진국으로서 압축성장에 대한 반성이 2009년 북한의 2차 핵실험, 2010년 아이슬란드 화산폭발에 이은 백두산 화산 폭발 우려, 2011년 3월 11일 일본 대지진 등 3단계 촉발메커니즘을 만나면서 공공의제를 넘어 매우 빠르게 정부의제로 진입하였다. 본 연구는 일본 대지진 후 1개월간의 언론 분석 결과를 통하여 의제모집단에서 공공의제로 진입하는데 있어서 대중매체의 영향력이 얼마나 큰지 그리고 공정성이 얼마나 중요한지를 보여준다.

영문 초록

As new normals have been renewed due to frequent and intensive occurrences of abnormal phenomena in nature, key determining factors for policy implementation are also subject to change in order to reflect recent characteristics of natural disasters in appropriate ways. This study was conducted to identify how these changes affect the policy formulation process in Korea, being based on the experience from the establishment of national earthquake early warning system. Just in 2010 the earthquake with stronger than M5 has occurred frequently in the world - 153 times with stronger than M5 in Japan, 80 times in US, 23 times in China, respectively, while no occurrence in Korea. Korea looks relatively safe area from earthquake in this sense. The establishment of earthquake early warning system has been a very critical element in implementing national emergence response system against earthquake and tsunami in earthquake vulnerable countries. Japan already has embarked their national public service in this area since 2007. US is still under development, while China is not yet. In this regard, Korea had tried to develop a policy for an earthquake early warning service in 2007~2009. Despite of its failure in adopting this service policy as a national public agenda at that time, this policy was well taken for granted in terms of efficiency in dealing with earthquake issues at national level. But in the following year, a series of triggers emerged in earthquake policy issues in association with the second North Korea nuclear underground test conducted in 2009 followed by new concerns raised by the potential volcanic eruption of Mt. Baekdu after Island volcanic eruption in 2010, and together with 311 earthquake in Japan. It also considered the paradigm shift from control-centered to human-centered trend and reflected too rapid advances in economies. The 3 steps of triggering mechanism brought earthquake early warning system agenda very quickly into government agenda without staying in public agenda at all. This study revealed the critical roles of mass media and public fairness in the policy formulation process from agenda universe to public agenda stages in establishing national earthquake early warning system, being based on the analysis of mass media for one month after 311 Japan earthquake in 2011.
