국문 초록

사회의식 변화에 따른 가정의 결속력 약화 등의 원인으로 청소년·성인의 가출 증가, 경제생활 등으로 옆에서 항상 돌볼 수 없는 치매환자·지적장애인 등의 실종이 증가하고 있다. 이러한 실종사건에 대해 경찰력이 지속적인 관심과 추적을 할 수 있을지에 대해 회의적인 반응이다. 실종사건의 원인은 스스로 도피를 위한 가출, 유괴·납치 등 외부적 원인에 의한 실종사건, 가족 간의 친권포기로 인한 실종, 단순한 연락두절에 따른 친권포기 등 다양하게 나타나고 있다. 실종사건 발생 시, 초기대응 후 현장 탐문 추적조사를 하게 된다. 증가하는 실종사건에 대해 경찰의 한정된 인력으로 지속적인 실종수사는 어려움이 있다. 따라서 공인탐정을 활용한 실종자 조사 필요성을 제안하고자 한다. 범죄의심·장기실종아동 등은 경찰의 실종추적이 충실이 이루어져야 한다. 실종사건이 증가함에 따라 국민들이 느끼는 불안감과 그로 인한 경제적 손실은 크다고 볼 수 있다. 이러한 실종사건에 대해 경찰의 한정된 인력만으로 즉각적인 대처와 지속적인 탐문수사 등을 한다는 것은 현실적으로 어렵다. 미국 등 여러나라에서는 탐정제도인 민간조사제도가 시작되어 경찰과 협력하여 실종사건을 처리하는 것을 볼 수 있다. 따라서 우리나라도 법과 제도를 정비하여 공인탐정을 활용해서 실종조사를 참여시킬 필요가 있다.

영문 초록

The number of dementia patients and intellectually disabled people who cannot always take care of their children due to increased runaways among teenagers and adults and economic life is increasing due to the weakening of the family s solidarity with changes in society. There is skepticism about whether the police force will be able to continue to pay attention and track down these missing cases. The causes of the disappearance are various: runaway to escape by themselves, missing by external causes such as kidnapping and kidnapping, missing by family members, and abandoning parental rights following simple loss of contact. When a missing incident occurs, the team will conduct an on-site survey after initial response. The ongoing investigation into the increasing number of missing persons is difficult with limited police personnel. Therefore, we would like to propose the need to investigate missing persons using authorized detectives. Criminals, missing children, etc. should be found to be responsible for the police s search for missing persons. As the number of missing persons increases, the anxiety felt by the people and the resulting economic losses can be seen as well. In reality, it is difficult to deal with these missing cases immediately and conduct a continuous investigation by police only with limited manpower. In the U.S. and other countries, the detective system, the civilian investigation system, has been launched, and one can see that the missing cases are handled in cooperation with the police. Therefore, the nation needs to make use of authorized detectives to engage in the investigation of missing persons by overhauling the laws and systems.
