국문 초록

이 연구는「경찰공무원 임용령」제16조 제4학과 별표 1의2에 제시된 경찰행정 전공자에 대한 경력경쟁채용 시험응시 자격기준의 형해화(形骸化)문제를 해소하기 위한 방안 제시를 목적으로 하였다. 이를 위해 경감이상 총경이하 경찰관리자, 비전공 수험생, 경찰행정 전공자 등 총 3개 집단 1214명을 대상으로 경행경채 채용제도 및 응시자격기준에 대한 인식을 살펴보았다. 첫째, 현행 전공교과목 45학점 이수기준의 상향조정하여 보다 전문적인 인재의 유입이 필요하다는 인식이 확인되었다. 둘째, 전공교과목은 필수과목과 선택과목을 구분하여 최소 자질을 확보할 수 있는 장치의 마련이 요구되었다.이 연구에서는 이와 관련하여 경찰학, 경찰윤리, 경찰수사론, 생활안전론, 체포술, 범죄학, 범죄예방론, 범죄심리학, 형법, 형사소송법 등을 필수과목을 제안한다. 셋째, 대학의 전공교과 운영과 경찰채용제도 양자의 기본적인 욕구를 충족할 수 있는 절충안으로서 표준교과과정및 졸업인증제도의 도입에 대해서도 모든 집단이 긍정하는 것으로 나타났다. 다만, 표준교과 과정의 수립절차는 관련 전공교육자 및 경찰실무자의 충분한 협의가 전제되어야 할 것이다.

영문 초록

The purpose of this study is to propose a solution to solve the problem of demolishment of qualification standards which are listed in Attachment 1, 2 of Article 16, Section 4 of Police Officials Employment Order for career competitiveness recruitment examination for police majors. For this, 1214 police officers, non-majored examinees, police officers majoring in 3 groups were examined. The survey looked at the recognition of recruitment systems and eligibility criteria. First, it recognized that the introduction of more professional talent is needed by raising the standard of 45 credits of current major courses. Second, it is required to improve the system to secure the minimum qualities by distinguishing elective courses from required courses. In this study, we propose necessary subjects such as “Police Science”, “Police ethics”, “Police Investigation”, “Crime Prevention and Oder Maintenance”, “Martial Arts for Arrest”, “Criminology”, “Crime Prevention”, “Criminal Psychology”, “Criminal Law”, and “Criminal Procedure Law”. Third, all groups were positive about the introduction of the standard curriculum and graduation certification system as a compromise to meet the basic needs of the college curriculum administration and the police recruitment system. However, the process of establishing the standard curriculum should be fully discussed by the related major educator
