국문 초록

저출산 고령화 사회에서 취약계층의 일자리 창출과 사회서비스 제공을 목적으로 사회적기업이 매년 증가하고 있는데, 본 연구에서는 사회적기업의 경제적･사회적 성과에 영향을 미치는 요인을 회귀분석을 통해 사회적기업 유형에 따라 분석하고, 회귀분석 결과에 따라 도출된 변수를 중심으로 사회적기업의 생산성을 DEA 방법에 따라 측정하고자 한다. 사회적기업의 성과에 대한 분석 결과와 정책적 함의를 살펴보면 다음과 같다. 첫째, 사회적기업의 경제적 성과와 사회적 성과에서 가장 크게 영향을 미치는 요인으로는 자산으로 측정되었다. 둘째, 정부의 지원금은 제조업 및 복지형 사회적기업의 경우에만 경제적 성과에서 통계적으로 유의미한 정(+)의 관계를 보여주고 있다. 셋째, 민간지원금의 경우는 제조업, 지역사회공헌형, 혼합형, 기타형에서 경제적 성과에만 통계적으로 유의미한 정(+)의 영향을 주는 것으로 분석되었으며, 기타형의 경우에는 민간지원금이 경제적 성과와 사회적 성과 모두에정(+)의 영향을 주는 것으로 분석되었다. 넷째, 이사회 참여율은 비제조업 유형, 일자리제공형과 사회서비스제공형의 경우에 사회적 성과에 정(+)의 영향을 미치는 것으로 분석되었다. 다섯째, 사회적기업의 성과에 대한 DEA 분석 결과 모든 인증 유형에서 생산성이 하락하였다. 결국 사회적기업의 성과를 제고하기 위해서는 합리적 자산 운용, 정부 및 민간지원금의 전략적 배분, 다양한 이해관계자의 실질적 의사결정과정 참여 보장이 필요하다.

영문 초록

Social enterprises are increasing every year with the aim of creating jobs and providing social services for the vulnerable in an era of low birth rates and aging population. In this Study, factors that affect the performance of the social enterprise are derived through regression analysis and productivity of the social enterprise is measured by the DEA method based on the variables derived. The results of an analysis of the performance of social enterprises are as follows. First, an asset is a variable that greatly affects the performance of a social enterprise. Second, it has been analyzed that government funding has a statistically significant positive effect on the economic performance of manufacturing and welfare social enterprises. Third, it was analyzed that private funding only affected positive economic performance in manufacturing, community contribution and mixed type, while in other types it was analyzed that private funding affected positive performance in both economic and social performance. Fourth, it was analyzed that the participation of the Board of Directors has a positive effect on the social performance of the type of non-manufacturing, the type of jobs provided and the type of social service provided. Fifth, the DEA analysis of the performance of social enterprises resulted in a decrease in productivity in all types. In order to enhance the performance of social enterprises, it is necessary to coordinate the variables, asset management, allocation and utilization of government and private funds, participation of various stakeholder in decision making process.
