초ㆍ중 통합학교 운영에 대한 교사들의 인식 분석

국문 초록

본 연구는 초ㆍ중 통합학교 운영에 대한 현장 교원들이 인식을 살펴보고 이를 개선하기 위한 방안을 마련하는데 목적이 있다. 이를 위해 문헌분석, 초점집단 면담, 설문조사, 관계자 집담회, 전문가협의회 등을 실시하였다. 설문조사의 경우, 전국 43개의 전체 초ㆍ중 통합학교를 조사 대상으로 하였으며, 이 중 38개교 547명의 교원이 조사에 참여하였다. 분석결과에 따르면, 대부분 정규 교육과정 운영 및 수업은 물론 창의적 체험 활동과 같은 비교과 교육과정에서도 초등학교와 중학교 간 협력이 거의 이루어지지 않고 있었다. 이를 개선하기 위해 우선 「초 · 중등교육법」 제2조를 개정하여 통합학교를 학교의 한 유형으로 규정해야 한다. 둘째, 통합학교에 근무하는 현직 교원들에게 초ㆍ중등 복수교사 자격연수를 실시하고 초등학생과 중학생을 모두 지도할 수 있도록 자격을 부여할 필요가 있다. 셋째, 통합학교가 초등학교와 중학교의 사무를 통합ㆍ관리할 수 있도록 통합된 행ㆍ재정 시스템을 구축하고, 교육청에서는 통합학교 도입 목적에 부합하는 학교 관리 지침을 마련하여 통합학교 학교 장 및 교원들을 적절히 교육할 필요가 있다. 넷째, 초등학교와 중학교의 현장체험학습, 방과 후 학교, 재량활동 등을 연계ㆍ운영할 수 있도록 연간 교육과정운영계획서를 함께 마련하고 자유학기제 연계학기 운영을 통해 초등학교와 중학교가 자연스럽게 교육과정을 연계할 수 있도록 지원할 필요가 있다. 마지막으로, 2020년부터는 2017년에 인가된 도시형 통합학교가 본격적으로 설립ㆍ운영될 예정인 바, 농촌형 초ㆍ중 통합학교의 운영 경험을 토대로 도시형 통합학교가 직면할 수 있는 다양한 현실적 문제들을 예측해 보고 이를 예방할 수 있는 방안을 함께 고민해 볼 필요가 있음을 제안하였다.

영문 초록

This study aimed to analyse the awareness of the integrated elementary and middle schools of school teachers and to prepare improvement plans for the integrated school management. In the survey, 43 integrated elementary and middle schools nationwide were surveyed, of which 547 teachers from 38 schools participated. According to the analysis, teachers in integrated schools perceived that at most times, there was little cooperation between elementary and middle schools in extra-curricula activities as well as regular curricula and classes. To improve this, first of all, the Article 2 of the Elementary and Secondary Education Act should be revised and define the integrated school as one of school types. Second, it is necessary to provide current teachers working in the integrated schools with in-service training programs for dual teaching qualification. Third, it is necessary to set up an integrated school management system including financial affairs, and the education office should prepare school management guidelines to properly train the principals and teachers of integrated schools. Fourth, it is necessary to prepare an annual education plan together with teachers from elementary and middle schools so that field experience learning, after-school program and discretionary activities of each school can be closely linked together. Finally, based on the experience of rural-type integrated schools, expected problems of urban-type integrated schools which will be established and operated from 2020 should be discussed to draw possible resolutions.
