This study describes the Indonesian Government regulations regarding the restrictions on international NGO activities in Sulawesi last September 2018. Indonesia as a country that often experiences natural disasters, has received a lot of humanitarian assistance from international societies since the tsunami disaster in Aceh. However, Indonesian Government suddenly announced the restriction on international NGOs during the Tsunami Disaster in Sulawesi. Indonesian government received a lot of criticism from national and international, especially from the humanitarian sector. In case of Hungary, after the restriction on foreign funding law the NGOs must reported all the financial support from Abroad, which is tightens control over non-governmental organizations that receive financing from abroad. The reason for choosing Hungary as a comparative case for this study is that Indonesia and Hungary share similarities in the governing system. Hungary is an Illiberal Democracy among EU countries, while Indonesia can be referred as an Illiberal turn as Indonesia’s many regressive policies and political developments lately. This study also explains a comparison of the issues of international NGOs in Hungary and Indonesia and the implications for North Korea. There are some indications that the restriction of International NGOs in the three countries was motivated by issues of security and politics between countries. Using humanitarian sector to solve the problem in Indonesia, Hungary and also North Korea is one of the best suggestions from this study.
