영문 초록

Since the general election for the local government officials in 1995, the local autonomy system has caused the problems such as the centralization of the power and authority to the local government s chief, political and administrative corruption of local government officials, and the structural and systematic weakness of check and balance with local council. The previous researches have pointed out the causes of corruption of the local government s chiefs because of the excessive authority of the directly elected mayor and governor, the lack of local residents interest, and participation in local government affairs, and the insufficiency of control and check by central government and local council. In this sense, this study aims to explore the systematic and practical anti-corruption measurements for the chief of local government. First of all, this paper is to review the legal status and authority of directly elected mayor or governor and to investigate the control measurements and the limits based on the law of local autonomy The following is to search for the type of corruption of the elected local government s head and to exemplify the political and administrative corruption cases. The main types of corruption are related to the authorization and permission, the contracts and bids, the public property management, and personnel matters. This study suggests several anti-corruption strategies. First, the role and function of the local council for checking the authority of the local government s chief should be strengthened. Second, the system of direct control measurements by citizen like recall, referendum, and inspection by constituent should be introduced and operated effectively. Third, the institutional personnel system such as the local government personnel commission , the personnel appraisal, and the centralized authority of local government s chief would be reformed. Fourth, the self-audit system by local government and local council should be settled and intensified to check the excessive authority of the local government chief. Fifth, the administrative procedure related to the authorization, permission, contracts, and bids has to be opened through the on-line as well as off-line for the transparent administration.
